US paves way for first India-based govt body, ISA, to be registered with the UN

NEW DELHI: The US has agreed to formalise the International Solar Alliance by a framework agreement, withdrawing its objections and paving the way for according legal status to the first India-headquartered inter-governmental body and making it eligible to be registered with the United Nations. “The US has tentatively agreed,” said a senior official involved in the matter. “It is not yet known when it will sign the agreement or ratify it.”
The ISA, which aims to promote solar energy and make it a source of affordable and reliable green and clean energy in 121 member countries, was announced as a joint initiative of India and France at the climate change conference in Paris in November 2015 by Prime Minister Narendra Modi and then French President Francois Hollande.
It was intended as an alliance of solar energy-rich countries “to address their special energy needs and provide a platform to collaborate on addressing the identified gaps through a common, agreed agenda,” as the working paper on the ISA put it.
Global alliances like the ISA get legal status only after they have been ratified by at least 15 countries, following which they are eligible for registration with the UN. India, taking the initiative, duly prepared the framework agreement and provided the ISA with headquarters in Gurgaon.
However, an unexpected hitch arose when the US objected to any such agreement, maintaining it would not be able to join the organisation if it had to sign. The US wanted the ISA to function as an informal global club. Taking their cue from the US, most potential member-countries also didn’t ratify the agreement.
