### **Eligibility Criteria**

* **MES Enlisted Contractors**:

* Must be in **Class ‘C’ or above** with satisfactory performance history.
* Must have **MoU with solar power firms** rated 1A to 2C by agencies like CRISIL, CARE, ICRA, etc.
* Alternatively, they may possess the rating themselves and meet the criteria.

* **Non-enlisted Contractors**:

* Must meet MES enlistment criteria for Class ‘C’ or above.
* Must also have MoU with a rated solar firm (1A–2C) or have the rating themselves.
* Should not have adverse remarks or be blacklisted by any government entity.
* Must not have work in hand exceeding twice the tendering limit for eligible MES class.

* **Experience Requirement (for all)**:

* Must have completed solar power plant installations for government/PSU in the last 7 years:

* One project ≥ 88 kW
* OR two projects ≥ 55 kW
* OR three projects ≥ 44 kW

### **Submission & Bidding Process**

* **Cost of Tender**: ₹1,000 (non-refundable), payable via DD/Banker’s Cheque to AGE (I) Talbehat.
* **EMD (Earnest Money Deposit)**: ₹1,75,000 to be submitted via Demand Draft (FDR not acceptable).
* **Submission Format**:

* **Cover-1 (Technical Bid)**: Includes eligibility documents, DD/EMD, MoU, past work, certifications, and signed Integrity Pact.
* **Cover-2 (Financial Bid)**: Opened only if Cover-1 is validated.
* Tenders must be submitted via [https://defproc.gov.in](https://defproc.gov.in).

### **Key Restrictions & Compliance**

* Only one bid per contractor or related firms allowed.
* No subletting or execution through unauthorized PoA.
* Non-submission of physical DD/EMD within 5 days post-bid may lead to banning for 6 months.
* Bidders must comply with **EPF regulations** and possess a **valid PF code**.
* Use of **latest MES Standard Schedule of Rates (SSR)** is mandatory.

* If fewer than 7 eligible bids are received, contractors from one class below may be considered.
* Integrity Pact must be signed and uploaded; failing which the bid will be rejected.
* Foreign firms not eligible; Indian firms with foreign directors allowed subject to security clearance.
* The **Accepting Officer is Chief Engineer, Bhopal Zone**, and the **Executing Agency is AGE (I), Talbehat**.
* Jurisdiction for legal matters lies solely with courts in **Bhopal**.
