## **Eligibility Criteria**

### (A) **For MES-Enlisted Contractors**

* **Minimum Class**: ‘E’ Class and above
* **Category**: b(i)
* Must not have adverse remarks in **Workload Return (WLR)**

### (B) **For Un-enlisted Contractors**

Must meet the following:

#### 1. **Work Experience**:

* Two works of ≥ ₹25.00 lakhs, OR
* One work of ≥ ₹40.00 lakhs

#### 2. **Financials**:

* Average turnover (2 years): ≥ ₹50.00 lakhs
* Solvency: ≥ ₹20.00 lakhs OR financial soundness for ₹50.00 lakhs
* Working capital: ≥ ₹7.5 lakhs

#### 3. **Engineering Establishment**:

* One graduate engineer or one diploma engineer (with 2+ years experience)

#### 4. **Assets Requirement**:

* Minimum Reserve/Assets: ₹8.00 lakhs (80% immovable)

#### 5. **Police Verification**:

* Certificate from local police or notarized valid passport of proprietor/partners/directors

#### 6. **No Govt Recovery Certificate**:

* Affidavit of ₹100 stating no pending recovery from any government department

## **Other Important Conditions**

* **No subletting to third-party firms allowed**, except to direct family (spouse/children) or own staff
* **Bids with revised BOQ not used** will be considered **non-bonafide**
* **Withdrawing after financial bid opening** leads to **EMD forfeiture**
* **Related firms** (with common partners/directors) cannot bid simultaneously
* **Foreign firms are not allowed**
* **Indian firms with foreign nationals as directors** may be considered **subject to security clearance**
