This marks a significant step toward integrating advanced energy storage solutions into Rajasthan’s growing renewable energy ecosystem and ensuring efficient grid management in the years ahead.

These draft regulations outline clear provisions for planning, procurement, and implementation of BESS projects. They aim to promote flexibility, stability, and reliability in the state’s power network while complementing the rapid rise of renewable energy generation from solar and wind sources. Rajasthan, being one of India’s leading renewable energy states, is expected to benefit immensely from structured storage deployment.

Under the proposed framework, utilities, renewable energy developers, and aggregators will be allowed to establish BESS projects for multiple applications. This includes energy shifting, frequency regulation, voltage support, and peak load management. The draft also encourages behind-the-meter storage systems, empowering consumers to store excess solar energy and use it during peak hours.

RERC has emphasized that the new BESS regulations will enable improved grid resilience and minimize curtailment of renewable energy. By allowing energy storage integration at both utility and consumer levels, the state seeks to enhance the overall efficiency of electricity distribution and reduce dependence on conventional energy sources.

The draft also covers aspects of energy trading, enabling battery owners and aggregators to participate in electricity markets. Such provisions are expected to create new revenue opportunities for participants while supporting the development of a competitive and flexible energy ecosystem across Rajasthan.

For consumers, the regulations propose a simplified registration process for installing solar-linked BESS without requiring prior approval from authorities. This move aims to encourage residential, commercial, and industrial users to adopt energy storage solutions and contribute to grid reliability and renewable energy consumption.

To ensure transparency and efficiency, the RERC draft specifies guidelines for metering, safety, and performance standards. It also introduces provisions for monitoring and data reporting to support effective energy management and regulatory oversight in line with national renewable energy goals.

The regulations further align with India’s broader push toward integrating large-scale energy storage into the grid to meet the nation’s ambitious renewable energy and decarbonization targets. By setting clear norms for BESS utilisation, Rajasthan aims to become a pioneer in renewable energy storage policy implementation.

Public comments and stakeholder suggestions on the draft have been invited until November 14, 2025. Once finalized, these regulations are expected to pave the way for faster adoption of storage technologies, strengthen Rajasthan’s renewable infrastructure, and position the state as a leader in sustainable energy transition.
