### 2. Brief Scope of Work

The successful bidder will be responsible for the complete O&M of the 5 MW solar plant. While the detailed scope is in Section A of the tender document, it typically includes:

– Operation, monitoring, and performance optimization of the plant.
– Routine and preventive maintenance of all equipment (Solar Modules, Inverters, Transformers, HT/LT panels, etc.).
– Corrective maintenance and breakdown repairs.
– Module cleaning and vegetation control.
– Maintenance of HT (High Tension) switchyard equipment (11 kV and above).
– Ensuring grid-interactive operations as per State/RLDC/SLDC guidelines.
– 24×7 manpower deployment, safety compliance, and record keeping.

### 3. Pre-Qualification Criteria (PQC) – Eligibility for Bidders

This is the most critical section for bidders. To be eligible, a bidder must meet **both** the financial turnover and the past experience criteria.

#### A. Financial Turnover Criterion
– **Requirement:** The bidder’s annual turnover from its standalone financial statements, in any **one** of the preceding **three** financial years, must be at least **Rs. 29,62,000**.
– **Supporting Documents:**
– Audited financial statements.
– For non-company Indian entities: Audited accounts under Income Tax Act or a CA certificate correlated with GST turnover.
– **Mandatory:** All CA certificates must have a **UDIN (Unique Document Identification Number)** .

#### B. Past Experience Criterion
The bidder must have successfully completed “similar work” in the last **seven years** (ending the last day of the month prior to bid submission). The value of the completed work must meet one of the following thresholds:

– **Option A:** One similar completed work costing not less than **Rs. 24,68,000**.
– **Option B:** Two similar completed works, each costing not less than **Rs. 19,75,000**.
– **Option C:** Three similar completed works, each costing not less than **Rs. 14,81,000**.

**Definition of “Similar Work”:**
The tender provides two alternative definitions for “similar work”:

1. **Primary Definition:** “Supply, Installation, Testing and Commissioning **AND/OR** Installation, Testing and Commissioning **AND/OR** Operation and Maintenance of **Grid-Interactive Solar Photovoltaic Plant (Plant Capacity 500 KW and Above) in India.** “

2. **Alternative Definition:** Execution of work involving maintenance **AND/OR** Supply, Installation & Commissioning **AND/OR** Installation & Commissioning of any of the following equipment with an **HT voltage rating of 11.0 kV or above**:
– High-Tension (HT) Circuit Breakers (e.g., VCB/SF6)
– High-Tension (HT) Electrical Panels and switch gear
– High-Tension (HT) Power/Distribution Transformers

**Important Experience Rules:**
– **Sub-contractor Experience:** Experience as a sub-contractor is valid, but requires a certificate from the **End User/Owner/Consultant** confirming the work and that sub-contracting was approved.
– **Work Order & Completion Proof:** Must submit copies of the Work Order and **Completion Certificate** clearly showing the work description, final executed value, and completion date. TDS certificates or final bills may be required.
– **In-house Projects:** Work executed for the bidder’s own plant is **not** considered valid experience. However, work for Subsidiary/Holding companies **is** valid, subject to submission of tax-paid invoices.
– **AMC/ARC Contracts:** For ongoing Annual Maintenance Contracts (AMC), the completed portion can be considered if the original contract period is finished and proof of value is provided.
