### **4. Eligibility & Qualification Criteria**
#### **Work Experience**
Bidders must have completed similar “DSITC of Solar Power Plant” projects during the last seven years, meeting one of the following criteria:
* Three works of at least ₹29.42 lakh each, or
* Two works of at least ₹36.78 lakh each, or
* One work of at least ₹58.85 lakh.
#### **Financial Criteria**
* **Average Annual Turnover:** Minimum ₹22.07 lakh during the last 3 years.
* **Minimum Net Worth:** ₹11.03 lakh (certified by Chartered Accountant with UDIN).
#### **Other Requirements**
* Valid PAN, GST, EPF, and ESIC registrations.
* No record of blacklisting or debarment.
* Compliance with “Make in India” procurement policy and GFR Rule 144(xi).
* Mandatory digital signature certificate (DSC) and online submission through CPP portal.

### **5. Bid Submission Format**
#### **Envelope I – Technical Bid**
* Tender fee & EMD payment proofs.
* Technical and financial documents (Forms A, B, C).
* Undertakings regarding GST, deployment plan, and blacklisting status.
* Authorization letters or power of attorney (if applicable).
#### **Envelope II – Financial Bid**
* BOQ to be submitted strictly in the provided Excel format.
* Any alteration to the file format will lead to **rejection of the bid**.

### **6. Evaluation Process**
* The **L1 bidder** will be selected based on the total of **SITC cost + Net Present Value (NPV)** of AICMC cost.
* NPV will be computed automatically on the portal using a **9% discounting rate**.
* Rates must be quoted in **INR**, inclusive of all taxes and duties (excluding GST).

### **7. Key Conditions**
* No consortiums or joint ventures are permitted.
* Only one tender per bidder or related business entity allowed.
* AAI reserves the right to reject any or all bids without assigning reasons.
* False documentation or poor past performance may lead to debarment for up to two years.
* Preference to Central Public Sector Undertakings (CPSUs) and compliance with MSE Procurement Policy (2012) for supply/service tenders.
