In Detail : Assam Power Distribution Company Limited (APDCL) has issued a Request for Selection (RfS) for a 15 MWAC grid-connected ground-mounted solar PV project in Sonitpur district. The project will be developed at Bamgaon Bagicha village under Chariduar Revenue Circle, Balipara, on a Build-Own-Operate (BOO) basis. The selected developer will sign a 25-year Power Purchase Agreement (PPA) with APDCL.
The bidding process will follow a tariff-based competitive bidding system, culminating in an e-reverse auction. The ceiling tariff has been set at ₹3.85 per kWh, inclusive of GST. Bidders must pay a tender document fee of ₹29,500, an earnest money deposit of ₹14.9 million, and provide a performance bank guarantee of ₹37.3 million upon selection.
The project scope includes design, engineering, procurement, construction, testing, commissioning, and long-term operation of the solar PV plant. Developers must arrange 33 kV grid connectivity to the nearest substation at their own cost. Phased commissioning is allowed in two segments: 10 MW and 5 MW, with early commissioning compensated at 75% of the PPA tariff.
The project must be commissioned within 18 months from the execution date of the PPA. Early commissioning is permitted, enabling the project to start supplying energy ahead of schedule while ensuring timely integration with the regional grid. This allows APDCL to benefit from renewable energy generation sooner.
Bids must be submitted by November 10, 2025, with bid openings scheduled for November 12. A pre-bid meeting is planned for October 28, 2025, at the APDCL office in Guwahati, and a site survey is scheduled for October 24, 2025. The initiative is part of Assam’s broader strategy to expand renewable energy capacity and reduce reliance on conventional power sources.
