– **Earnest Money Deposit (EMD):** **Rs. 10,55,038/-**.
– **Performance Guarantee:** 5% of the tendered amount.
– **Security Deposit:** 5% of the project cost (structured as five separate Bank Guarantees of 1% each, valid for one to five years post-completion).
– **Time Allowed:** **12 months** from the date of start.
**2. Tender Process & Key Dates**
– **Mode:** E-tender, with documents available on www.eprocure.gov.in and www.bsf.nic.in.
– **Bid Opening:** Scheduled for **30/03/2026 at 11:00 hrs** in the office of DIG SHQ BSF Barmer.
– **Tender Validity:** Bids must remain open for acceptance for **75 days** (or 90 days for multi-stage systems) from the date of bid opening.
**3. Eligibility Criteria**
The tender is open to CPWD-registered and non-CPWD-registered contractors. The criteria are as follows:
– **Work Experience (Similar Works):**
The bidder must have successfully completed similar works in the last 7 years. The value criteria are:
– **Three** similar works, each of value not less than **40%** of the estimated cost (**Rs. 2.11 Crore**), OR
– **Two** similar works, each of value not less than **60%** of the estimated cost (**Rs. 3.16 Crore**), OR
– **One** similar work of value not less than **80%** of the estimated cost (**Rs. 4.22 Crore**).
– **Definition of “Similar Work”:** At least one work must be a solar power plant of the respective percentage value. The remaining works can be any electrical work of the respective percentage value.
– **Financial Turnover:**
– Average annual financial turnover on construction works must be at least **30%** of the estimated cost (**Rs. 1.58 Crore**) during the immediate last three consecutive financial years.
– The turnover figures are to be enhanced at a simple rate of **7% per annum** to bring them to current value.
– **Back-to-Back Contracting Prohibition:**
Bidders must submit an affidavit confirming that the eligible similar works were **not** executed through another contractor on a back-to-back basis. Violation will lead to permanent debarment from tendering in BSF/CPWD.
– **Mandatory Documents:**
– Valid enlistment order (if applicable), electrical license, PAN Card, GST, and IT returns.
– OEM/Manufacturer certificate approved by MNRE.

**4. Key Technical Specifications (EPC Mode)**
The work is to be executed on an Engineering, Procurement, and Construction (EPC) basis. Key technical requirements include:
– **Solar PV Modules:**
– Mono Crystalline Silicon.
– Minimum 330 Wp capacity (350 Wp or above preferred).
– Efficiency not less than **16.5%** (cell efficiency ≥22%, module efficiency ≥19% as per detailed specs).
– Must conform to IEC 61215, IEC 61730-1/2, and be PID and LID free.
– Must have RFID tag for traceability.
– Must be warranted for 90% output at 10 years and 80% at 25 years.
– **Power Conditioning Unit (PCU):**
– 25 KVA/20 KW, 3-phase, 415V output.
– MPPT-based charger.
– Efficiency not less than 97%, THD less than 3%.
– Must comply with multiple IEC standards.
– **Battery Bank:**
– VRLA Solar Tubular Gel Batteries.
– Total capacity of **1,80,000 Wh** (e.g., 120 batteries of 2V, 750/800 Ah).
– Must conform to IEC 61427, IEC 60896-21/22, and TEC standards.
– Designed for 2-day autonomy with 6 hours of daily backup and 70% depth of discharge.
– **Structure and Civil Works:**
– Module mounting structures (MMS) must be hot-dip galvanized, designed for wind speeds of 170 km/h, and certified by a recognized lab.
– RCC control room of minimum 150 sq. ft., with plinth height of 1.8 meters (due to flood-prone areas).
– Civil works, internal roads, and stormwater drains are included.
– **Monitoring and Safety:**

**5. Key Contractual & Compliance Conditions**
– **EPC Basis:** The contractor is responsible for end-to-end design, engineering, procurement, installation, testing, and commissioning.
– **No Price Escalation:** Rates quoted are firm and fixed for the entire contract and any extended period. No escalation claims will be entertained.
– **Warranty and Maintenance:**
– **5-Year Comprehensive Onsite Maintenance and Warranty** from the date of handover.
– Warranty covers all components (modules, batteries, inverters, structures, workmanship).
– Warranty is free of cost; no payment for repairs or replacements.
– Contractor must sign a Service Level Agreement (SLA) and attend defects within 24 hours.
– **Security Deposit Structure:** After completion, the contractor must furnish five Bank Guarantees, each worth 1% of the project cost, valid for one, two, three, four, and five years respectively. Each is released after the respective warranty year.
– **Site Conditions & Security Restrictions:**
– BOPs are in remote, flood-prone border areas.
– Work is permitted only during daytime (until 5 PM). Manpower cannot stay overnight.
– Phones, cameras, and photography are strictly prohibited.
– All staff must have valid police verification and ID documents.
– The contractor must arrange their own water, electricity, and accommodation for staff.
– **Liaison and Approvals:** The contractor is responsible for obtaining all statutory approvals from local bodies, the Electrical Inspectorate, and other authorities. No extra payment will be made.
– **Subletting Prohibition:** The work cannot be sublet.
– **Rejection of Bids:** Conditional tenders, tenders with nil rates, or those with deviations from the NIT will be summarily rejected.
**6. Integrity Pact**
The bidder must sign an Integrity Pact as part of the tender documents. The pact:
– Commits both the BSF and the bidder to transparency, equity, and anti-corruption principles.
– Prohibits bribery, collusion, and cartelization.
– Violation can lead to disqualification, termination of contract, forfeiture of EMD/Performance Guarantee, and criminal liability.
**7. EMD Handling (Critical Process)**
– Scanned copy of EMD must be uploaded with the online bid.
– The **original physical EMD** must be deposited with any BSF DDO/Engineering Officer before the bid submission deadline.
– The EMD receiving authority issues a receipt, which must also be uploaded.
– Failure to submit the physical EMD by the deadline will result in bid rejection.
