### **1. Objective & Context**

* CIL intends to develop **150 MW ISTS-connected Solar PV with co-located BESS**.
* Linked to **SECI ISTS-XXI tender** (1200 MW Solar PV + 600 MW/3600 MWh ESS, June 2025).
* EPC scope will be **back-to-back** with SECI’s RfS/PPA obligations.
* Goal: shortlist EPC partners with **land banks, CTU connectivity readiness, and execution capability**.

### **2. Scope of EPC Work**

* **Turnkey EPC package**: design, engineering, supply, installation, civil works, commissioning & performance testing.
* **Includes:**

* Solar PV (Crystalline/Thin-film, ALMM compliant).
* **BESS sizing:** ≥0.5 MW/3 MWh per MW (to ensure 3 MWh/MW delivery during peak hours 6 PM–9 AM).
* Plant SCADA/WAMS/EMS, cybersecurity, protection, metering.
* Pooling substation + ISTS transmission up to delivery point (≥220 kV).
* Land acquisition/arrangement for **≥150 MW**.
* Securing CTU/ISTS connectivity (application, documentation, substation selection).
* **O\&M:** Comprehensive (PV + BESS + substation + transmission), performance guarantees, CUF compliance, penalties as per SECI PPA.

### **3. Technical & Financial Requirements**

* **Land Bank:** EPCs must have/control sufficient contiguous land for ≥150 MW (with documentary proof).
* **Connectivity:** Evidence of planned CTU interconnection at ≥220 kV, with commissioning schedule.
* **Financials:** Provide audited turnover & net worth for last 3 years.
* **Cost Estimate:** EPC bidders to give itemized cost build-up (PV, BESS, substation, transmission, O\&M, IDC, GST, contingencies).
* Must account for **revised GST regime (post 56th GST Council, Sept 2025)** on RE equipment.

### **4. Compliance Obligations**

* Strict **back-to-back compliance** with SECI RfS (ISTS-XXI):

* CUF band, peak-hour supply, metering, RLDC interface.
* No deviations allowed.
* **ALMM compliance:** Modules to be from MNRE’s ALMM-I & II list.
* **Anti-corruption & non-blacklisting undertaking** required.

### **5. Submission Instructions**

* **Language:** English; signed by authorized signatory with DSC.
* **Key Annexures:**

* Covering letter & general info.
* Land bank details.
* CTU/Connectivity plan.
* Financials (CA-certified).

* Compliance with SECI RfS.
* Suggestions on draft EPC NIT.
* ALMM module supply plan.
* Project schedule & assumptions.

### **6. Schedule**

* **Event dates:** As per portal (not fixed in document).
* **Evaluation:** Based on credentials, land & connectivity readiness, and alignment with SECI terms.
* **CIL’s Right:** May accept/reject any/all EOIs without reason or liability.

* CIL is **gathering inputs** to finalize a robust EPC NIT aligned with **SECI ISTS-XXI**.
* EPCs must demonstrate **land, connectivity, technical, and financial capability** for CIL’s participation as SPD in SECI bids.
