Summary:

The Ministry of New and Renewable Energy (MNRE), through its Standard and Quality Control (S&QC) Division, issued an official clarification letter on 21 October 2025 from its headquarters at Atal Akshaya Urja Bhawan, CGO Complex, Lodhi Road, New Delhi – 110003.

The clarification refers to the “Solar Systems, Devices and Components Goods Order, 2025 (QCO 2025)”, which was earlier issued on 27 January 2025. The focus of this clarification is on item number 3 – “Storage Battery” listed under the QCO 2025.

The Ministry clarifies that the provisions of the QCO 2025 are applicable to all types of secondary cells and batteries used in solar photovoltaic (PV) off-grid applications, in accordance with the Indian Standard IS 16270:2023. This means that all such batteries used in solar off-grid systems must comply with this standard to ensure quality and safety.

The letter was signed by Hindra Borah, Scientist E, on behalf of MNRE’s Standard and Quality Control Division. It was addressed to all stakeholders involved in the solar energy sector and also directed to the Director (NIC) for uploading the clarification on the official MNRE website for public reference.
