In Short : Delhi Chief Minister Rekha Gupta has launched a rooftop solar initiative under the RESCO model, enabling residents to install solar panels with zero upfront cost. Backed by a ₹50 crore budget and ₹30,000 state subsidy, the scheme aims to equip 2.3 lakh homes. It promises reduced electricity bills, cleaner energy, and supports the PM Surya Ghar Muft Bijli Yojana.

In Detail : Delhi Chief Minister Rekha Gupta has launched a new rooftop solar initiative aimed at reducing electricity bills for residents while promoting clean energy adoption. The programme operates under the RESCO (Renewable Energy Service Company) model, which allows consumers to install solar panels without any upfront cost.

Under this model, homeowners simply provide rooftop space for solar panel installation, while developers handle the equipment, installation, and maintenance. The power generated is sold to the consumer at significantly lower rates compared to conventional electricity tariffs, resulting in immediate and long-term savings.

The initiative is aligned with the central government’s PM Surya Ghar Muft Bijli Yojana and is supported by the Delhi Electricity Regulatory Commission (DERC). The Delhi government has allocated ₹50 crore to this project with a target of equipping 2.3 lakh homes with solar systems over the next three years.

To further incentivize adoption, the Delhi Cabinet has approved an additional state subsidy of ₹30,000 for each 3 kW rooftop solar system. Combined with the central subsidy, this brings the total financial support to ₹1.08 lakh per household—the highest in India for rooftop solar installations.

The programme is designed for both residential and non-domestic consumers and includes provisions for financing the remaining system cost through bank loans. Discoms will conduct a transparent bidding process to select qualified solar developers under the RESCO framework, ensuring fair implementation and quality service.

Chief Minister Gupta emphasized that this initiative will not only help citizens cut electricity costs but also significantly reduce carbon emissions and grid stress. By converting rooftops into energy-producing assets, Delhi is taking a major step toward becoming a cleaner, greener, and more energy-efficient city.
