**3. Objective**
To shortlist technically and financially competent **Solar Power Developers (SPDs)** for the development, installation, and 25-year operation & maintenance of a **5 MW Ground-mounted Grid-connected Solar PV Plant with Battery Energy Storage System (BESS)** at Chandipur, Odisha, under the **RESCO model**.

– **Project:** 5 MW Solar PV Plant + BESS
– **Location:** Chandipur, Balasore, Odisha (~25 acres)
– **Mode:** RESCO (Renewable Energy Service Company)
– **PPA Period:** 25 years
– **Completion Timeline:** 24 months
**5. Key Responsibilities**
**PXE’s Role:**
– Facilitate Power Purchase Agreement (PPA) with DISCOM
– Assist in land allotment on lease basis
– Provide necessary site and technical information
**Bidder’s Role:**
– End-to-end EPC: Design, Finance, Procure, Install, Test, Commission
– Evacuation infrastructure up to STU substation (33kV or above)
– O&M for 25 years
– Obtain all statutory clearances
– Ensure safety, compliance, and grid connectivity
**6. Eligibility Criteria**
**General:**
– Must be an Indian company (no JV/consortium allowed)
– Not blacklisted by any govt./PSU in India or abroad
– Not under Corporate Insolvency Resolution Process (CIRP)
**Technical:**
– Minimum **25 MW cumulative experience** in grid-connected solar projects
– At least **one project of 5 MW or more** at a single location under RESCO/BOOT/PPP
– Minimum **6 months O&M experience** on a 5 MW+ plant
– Submission of commissioning certificates, work orders, performance guarantees
**Financial:**
– Audited financials for last 3 years showing positive net worth
– Submission of PAN, GST, PF registration, CA-certified turnover & net worth
– For non-govt. projects: TDS certificates and CA certification of work details
