**3. Project Scope & Details:**
* **Name of Work:** Design, supply, installation, testing, and commissioning of 25 KWp off-grid solar power plants at **18 BOPs** (i.e., 18 individual plants, each 25 KWp).
* **Key Inclusion:** Construction of RCC-framed control room/battery room at each site.
* **Estimated Cost:** **₹5,93,45,874/-** (approx. 5.93 Crore INR).
**4. Key Commercial & Contractual Terms:**
* **Earnest Money Deposit (EMD):** **₹11,86,917/-**. Must be uploaded online and the **original physically deposited** before the bid deadline.
* **Performance Guarantee:** 5% of the tendered (accepted) amount, to be submitted after award.
* **Security Deposit:** 5% of the project cost, to be furnished as **five separate Bank Guarantees (BGs)**, each worth 1% of the project cost, with staggered validities of 1 to 5 years post-completion for warranty coverage.
* **Period of Completion:** **12 months** from the date of start.
* **Defect Liability / Warranty:** **5 years** of comprehensive onsite maintenance & warranty for the entire plant, including batteries.
**5. Eligibility (Prequalification) Criteria for Bidders:**
Eligible bidders are:
* **Category A (Contractors):** Approved contractors of CPWD (Electrical Category) OR from approved lists of MES, BSNL, Railways, State PWD, State Renewable Energy Departments with a valid electrical license.
* **Category B (Manufacturers/OEMs):** MNRE-approved manufacturers/authorized OEMs of solar power plant equipment.
* **Experience Requirement** (for Contractors):
* **Three** similar works each of value ≥ **40%** of estimated cost, OR
* **Two** similar works each of value ≥ **60%** of estimated cost, OR
* **One** similar work of value ≥ **80%** of estimated cost.
*(Works must be completed in the last 7 years. “Similar work” means at least one solar plant; balance can be other electrical works).*
* **Financial Requirement:** Average annual financial turnover of at least **30%** of the estimated cost in the last three consecutive financial years.
* **Integrity & Compliance:** Must submit a signed **Integrity Pact**, a **No Deviation Certificate**, and an affidavit confirming that eligible works were not executed on a “back-to-back” basis.

* EMD proof, PAN, GST, IT returns.
* Valid enlistment/license/OEM certificate.
* Experience and turnover certificates.

* **Solar PV Modules:** BIS certificate, NABL/IEC test reports (IEC 61215, 61730, 61701).
* **Batteries:** NABL/IEC test reports (IEC 61427, 60896).
* **PCU/Inverter:** BIS certificate, NABL/IEC test reports (IEC 62109, 61683, 61000-3-12).
* Forms D (Site Understanding), E (No Deviation), and F (Integrity Pact Undertaking).
**7. Bid Submission & Opening Process:**

* **Bid Submission Deadline:** Date/01/2026, up to **1100 Hrs**.
* **Bid Opening:**
