### **3. Eligibility Criteria**

**Eligible bidders:**

* Approved contractors of CPWD, MES, BSNL, Railways, Rajasthan/Gujarat PWD, or state renewable energy departments
* Manufacturers/OEMs of solar equipment approved by **MNRE (Ministry of New and Renewable Energy)**

**Experience requirements:**

* Three similar works (each ≥ 40% of estimated cost)
* OR two works (each ≥ 60%)
* OR one work (≥ 80%) within the last 7 years

**Financial requirement:**

* Average annual turnover ≥ 30% of estimated cost over last 3 years

**Mandatory documents:**

* Valid electrical license, GST, PAN, IT returns, OEM/MNRE approval certificates
* BIS & NABL certifications for PV modules, batteries, and PCUs (as per IEC standards)
* Integrity Pact, No Deviation Certificate, and Site Understanding Certificate
