### **Eligibility & Pre-Qualification Criteria (Annexure C & D):**
#### **Financial:**
– **Experience:** Must have executed:
– 3 similar works each ≥ 20% of PAC in last 7 years, **OR**
– 2 similar works each ≥ 30% of PAC in last 7 years, **OR**
– 1 similar work ≥ 50% of PAC in last 7 years.
– **Average Annual Turnover:** Minimum ₹3 Crores in last 5 years.
– **Bid Capacity:** Calculated as per formula: `(1.5 × A × B) – C`
#### **Special Eligibility (Manufacturer):**
– Must be an **ALMM-approved manufacturer**.
– Must have completed at least **one rooftop solar project of 500 kW or above** with net metering.
– **Site visit mandatory** before bid submission; report must be submitted.

### **Contract & Payment Terms:**
– **Performance Security:**
– **Capex:** 3% of Contract Amount, valid until 3 months after Completion Certificate.

– **Security Deposit:** 7% deducted from each running bill.

– **Design & Drawings:** Contractor prepares and gets approved from Govt. Engineering College & UADD.
– **As-Built Drawings:** Required in GIS format post-completion.
– **Site Responsibilities:** Contractor arranges water, power, permissions (rail/road crossings, forest, utilities).
– **Materials:** Contractor supplies all materials; cement storage & usage rules specified.
– **Road Cutting & Restoration:** Only road cutters allowed; restoration at contractor’s cost.
