### 📌 Project Overview

at PTC Guwahati.
* **Estimated Cost**: ₹58.19 lakh (approx).
* **Time for Completion**: 120 days from start date.
* **Tender Mode**: e-Tendering (two-envelope system: Technical & Financial).

### ⚡ Eligibility Criteria

**A. Work Experience (last 7 years in Govt/PSU):**

* 3 similar works ≥ ₹23.28 lakh each **OR**
* 2 similar works ≥ ₹34.91 lakh each **OR**
* 1 similar work ≥ ₹46.55 lakh.
* *Similar work* = On-Grid / Off-Grid / Hybrid Solar Power Pack.
* Completion certificates must specify: capacity, cost, start & completion dates, and whether compensation was levied.

**B. Financials:**

* Average annual turnover (last 3 years) ≥ 50% of estimated cost (≈ ₹29.1 lakh).
* CA certificate with UDIN required.
* Turnover values indexed at 7% per annum.

**C. Other Conditions:**

* Valid PAN & GST registration (or undertaking to obtain before payment release).
* No joint ventures allowed.
* Affidavit confirming no back-to-back execution of similar works.

### 💰 EMD & Performance Guarantee

* **EMD**: Deposit through NEFT/RTGS/ECS or Bank instruments.
* Part EMD via Bank Guarantee permissible (≥50% of total or ₹20 lakh, whichever is less).
* **Performance Guarantee**: % of tendered amount, in cash/Bank instruments/FDRs/Govt securities, to be deposited within stipulated time post-award.

### 📑 Bid Submission

* **Last date**: 15.09.2025 (11:00 AM).
* **Technical Bid Opening**: 16.09.2025 (11:30 AM).
* **Financial Bid Opening**: Later date, only for technically qualified bidders.
* **Bid Validity**: 75 days.
* Documents required in Technical Envelope:

* Scanned affidavit & undertaking.
* Work experience certificates.
* GST & PAN copies.
* CA certificate for turnover.
* Receipt of original EMD.
* **Financial Envelope**: BOQ file (xlsx) duly filled & digitally signed.

### ⚠️ Important Clauses

* Integrity Pact mandatory (for works ≥ threshold in Schedule-F).
* If bidder withdraws/modifies tender: forfeiture of 50–100% of EMD.
* Conditional or nil-rate bids will be rejected.
* Relatives of Postal Electrical Circle officials cannot bid.
* Canvassing → disqualification.
* Site inspection recommended before bidding.

### ✅ Contract & Execution

* Agreement on CPWD Form 7/8.
* Work execution as per CPWD GCC 2020 & contract conditions.
* Contractor must comply with labour laws (EPFO, ESIC, BOCW registration).
* Government reserves right to accept/reject any or all bids.
