Summary:

### 1. Short title, extent, commencement

* The amendment is titled **“Gujarat Electricity Regulatory Commission (Net Metering Rooftop Solar PV Grid Interactive Systems) (Fifth Amendment) Regulations, 2025.”**

### 2. Amendment to **Clause 7** (connectivity / activity chart)

* **Exemption from a separate written connectivity agreement**: For rooftop PV systems installed under **PM Surya Ghar: Muft Bijli Yojana**, a separate written connectivity agreement **shall not be required** between the distribution licensee and the consumer. Instead:

* The consumer is **deemed bound by the Regulations** for that PV system.
* The **date of commencement of the Agreement** is the **commissioning date** of the rooftop PV system.
* In lieu of executing a formal agreement, the **Discom must communicate** (against proper receipt) to the applicant the **date of commencement** and the **applicable rate for purchase of surplus energy**.
* This change effectively **simplifies and speeds up** onboarding for PM Surya Ghar beneficiaries by reducing paperwork and making commissioning the operative trigger for contractual terms.

### 3. Amendment to **Clause 8(2)** (connectivity levels)

* **Clause 8(2) substituted** to state that **connectivity levels** (the voltage at which rooftop PV is tied to the grid) **shall follow the supply voltage levels specified in the GERC Electricity Supply Code and Related Matters Regulations, 2015**, as amended.
* In short: connection points must comply with the existing Supply Code’s voltage classifications and any future amendments thereto.

## Practical effect / implications

* **Faster roll-out for PM Surya Ghar**: By removing the need for a separate written connectivity agreement and making commissioning the effective agreement start-date, administrative burden and delays for beneficiaries should reduce.
* **Clarity on connection points**: Referring to the Supply Code removes ambiguity about what voltage levels are acceptable for interconnection.
* **Discom responsibilities**: Utilities retain an obligation to formally notify consumers (with receipt) about commencement and the purchase rate for surplus energy — maintaining transparency despite the paperwork reduction.
