## 📌 Background
* **Issuer:** Ministry of Power, Government of India (F. No. L5-I4/9/2021-Hydel-II).
* **Date:** 8th September 2025.
* **Purpose:** Empanelment of **Independent Experts** for **Conciliation Committees (CCIEs)** to resolve **contractual disputes** in projects executed by CPSEs/statutory bodies under the Ministry of Power.
* Mechanism first created via OM dated **29.12.2021**, later amended in **April 2022** (to include coal mining experts) and **October 2023** (to allow arbitration if conciliation fails).

## ⚡ Categories of Experts Eligible
1. **Category-II:**
* Former CMD/Directors (Technical) of CPSUs in power generation/transmission/distribution.
* Directors of State PSUs/private power companies (₹2000 Cr+ turnover).
* Former Members/Chairpersons of CEA/CWC.
2. **Category-III:**
* Former CMD/Directors of Scheduled Commercial Banks, FIs, NBFCs (incl. REC, PFC, IREDA).
* Former Directors (Finance) of CPSUs/State PSUs in power sector.
3. **Category-IV:**
* Former CMD/Directors (Mining) of CPSUs in coal mining.
* Directors (Mining) of State PSU/private mining companies (₹2000 Cr+ turnover).
*(Note: Category-I – retired Secretaries/Addl. Secretaries – is not part of this EOI, only II–IV are invited now.)*

## 🏗️ Scope of Work
* Resolve disputes in contracts of CPSEs/statutory bodies under MoP.
* Conciliation proceedings under **Part III of Arbitration and Conciliation Act, 1996**.
* Must complete within **5 sittings / 3 months** (extendable by 3 more months in exceptional cases).
* Settlements are binding (Section 73, Arbitration Act).
* If conciliation fails → parties may move to arbitration or courts.

## 💰 Honorarium & Terms
* **Sitting fee:** ₹50,000 per sitting.
* **Local transport:** ₹5,000 per sitting.
* Fees capped at 5 sittings per case (though more sittings may be held).
* Tenure of panel: **3 years**, extendable up to **5 years**.

## 📝 Selection & Conditions
* Applicants must submit **EOI + CV + proof of experience + conflict of interest declaration**.
* Ministry may verify documents, use independent data.
* Grounds for rejection: conflict of interest, misrepresentation, lack of responsiveness.
* Selected experts empaneled → 3 CCIE panels created & published by MoP.
* Ministry can drop members if integrity/performance issues arise.
