### **3. Scope & Eligibility**
– Covers **solar, wind, hybrid, BESS, ocean, geothermal, and emerging technologies**.
– **Eligible entities**: Individuals, companies, associations, corporate bodies.
– No capacity restrictions for captive or third-party sale projects.

### **4. Key Focus Areas**
– **Solar Energy**: Ground-mounted, rooftop, floating, canal-based, AgriPV.
– **Wind Energy**: Onshore, rooftop mini/micro turbines, repowering.
– **Wind-Solar Hybrid**: Type-A (existing plant conversion) and Type-B (new projects).
– **Battery Energy Storage (BESS)**: Grid-connected, independent, ancillary services.
– **Emerging Tech**: Ocean energy, geothermal, AI for grid management, green hydrogen, startups.
– **RE Parks**: Minimum 50 MW capacity, public/private developers.
– **Repowering & Life Extension**: For old wind turbines to enhance efficiency.
– **Green Jobs & Skilling**: Target of **100,000 green jobs** by 2030, focus on women and local employment.

### **5. Regulatory & Financial Provisions**
– **Energy Banking**: Allowed with applicable charges, except for residential solar.
– **Grid Charges**: Transmission/wheeling charges as per GERC.
– **Power Purchase by DISCOMs**: Via competitive bidding or pre-fixed tariffs.
– **Security Deposit**: Bank guarantee requirements for PPAs and evacuation infrastructure.
– **Electricity Duty**: As per Gujarat Electricity Duty Act 1958.
– **Carbon Credit Sharing**: As per PPA terms or GERC tariff orders.
