Fresh Tenders Issued for Rooftop Solar Systems on Government Offices in Four Tamil Nadu Districts – EQ

In Detail : The Tamil Nadu Green Energy Corporation Limited (TNGECL) has issued fresh tenders to install rooftop solar systems on government office buildings across four districts in the state. The initiative is part of the government’s effort to expand renewable energy usage in public infrastructure and reduce electricity expenses for government departments.
The project involves the development of 20 MW of grid-connected rooftop solar photovoltaic systems. These installations will be carried out on government buildings located in Chennai, Tiruvallur, Kancheepuram, and Chengalpattu districts, creating a distributed solar generation network across multiple administrative facilities.
The solar projects will be implemented under the Renewable Energy Service Company (RESCO) model. Under this framework, private developers will invest in building and operating the solar systems while government departments purchase the generated electricity under long-term agreements.
Developers selected through the tender process will be responsible for conducting site surveys, assessing solar potential, designing the systems, and carrying out installation, testing, and commissioning. In addition, they will handle long-term operation and maintenance of the rooftop solar plants.
According to the tender guidelines, the solar systems must achieve a minimum annual capacity utilisation factor of around 17 percent. The installations will operate on a grid-connected net feed-in mechanism, enabling surplus electricity generated by the systems to be exported to the grid.
The deadline for submitting bids for the project is April 7, 2026. Interested developers are required to submit an earnest money deposit based on the capacity they bid for, along with financial and technical eligibility documents.
This is not the first attempt by TNGECL to implement rooftop solar installations on government buildings. A previous tender floated in November last year for 15 MW of rooftop solar capacity reportedly received no bids, prompting authorities to revise and reissue the tender.
Officials note that installing solar panels across numerous government buildings could significantly reduce electricity bills for the public sector. Many departments currently have pending electricity dues, and rooftop solar generation can help offset these costs while supporting sustainability goals.
Overall, the new tender reflects Tamil Nadu’s ongoing push to expand decentralized solar power and integrate renewable energy into public infrastructure. By installing rooftop solar systems across government offices, the state aims to promote clean energy adoption, lower operational costs, and contribute to India’s broader renewable energy transition.
