### Eligibility Criteria
#### Technical
– Incorporated in India (Company, LLP, or registered Partnership).
– At least **3 years** in solar business.
– Cumulative experience of **supplying at least 50 MW of SPV modules** in the last 5 financial years (FY 2020–21 to 2024–25).
– Valid PAN, GST, and Power of Attorney.
#### Financial
– **Minimum Average Annual Turnover (MAAT)** of **₹30 crore** in at least 3 of the last 5 financial years.
– **Positive Net Worth** at the close of the preceding financial year.
> **Relaxation** for startups and medium enterprises as per DIPP guidelines.

### Scope of Work – Bidder Responsibilities
1. **Supply, install, and commission** a 500 MW automatic SPV module manufacturing line.
2. **Refurbish** the hangar/area (~7,500 sq. m) provided by ITI, including civil, electrical, lighting, and security – all at bidder’s cost.
3. **Obtain all permits and clearances** (state/local bodies); ITI will facilitate.
4. **Ensure no damage** to existing utilities; any damage rectified at bidder’s cost.
5. **Identify and select purchasers** for modules; selling price decided jointly with ITI.
6. **Obtain BIS/ALMM certifications** in ITI’s name (cost borne by bidder).
7. **Bear all operational costs** (labor, raw materials, AMC, etc.) for the project duration.
8. **Train ITI personnel** free of cost.

### ITI’s Responsibilities
– Provide **~7,500 sq. m hangar/building** on a right-to-use basis for **4 years 11 months post-CoD**.
– Provide electricity and water (charges payable by bidder on actuals).
– Open **ESCROW account** for revenue sharing.
– Appoint a **Nodal Officer** for coordination.
