### Eligibility Criteria
– **MES Enlisted Contractors**: Must be enlisted in Class ‘D’ and above with satisfactory performance records.
– **Non-MES Contractors**: Must meet Class ‘D’ enlistment criteria (experience, turnover, solvency, etc.) and submit relevant documentation.
– **General**: No adverse reports, blacklisting, or suspension. Unenlisted contractors with two MES works must get enlisted.
– **Class Relaxation**: If fewer than 7 eligible bidders, contractors one class below (or two for remote areas) may be considered, subject to work-hand limits or upgradation criteria.

– **No Subletting**: Work cannot be subcontracted, though a Power of Attorney can be given to specified relatives or employees under conditions.
– **Deficiency Rectification**: 7 days allowed to correct document deficiencies after notification.
– **Rate Revision**: Post-bid rate reduction or offer withdrawal leads to forfeiture of EMD or equivalent penalty, and retendering will be done.
– **Related Firms**: Only one related firm (common proprietors/partners/directors) will be issued the tender.
– **Revised BOQ**: Failure to quote on a revised BOQ will render the bid non-bonafide.
