## ⚙️ **Eligibility Criteria**

### **A. For MES-Enlisted Contractors**

* Must be enlisted in **Class “C” and above**, Category **b(i)**.
* No adverse remarks in **Workload Return (WLR)** reports.
* Financial and technical performance should be satisfactory.

### **B. For Non-Enlisted Contractors**

Must meet the enlistment standards of **MES Class ‘C’ contractors** and Category **b(i)**, including:

* Experience in executing works of equivalent value and nature.
* Minimum **annual turnover**, **solvency**, **working capital**, and **fixed assets** per MES standards.
* Possession of required **T&P (Tools & Plants)** and engineering staff.
* Clean record — **not blacklisted, suspended, or debarred** by any government organization.
* Submission of past work details (format included in tender).

**Note:**
Un-enlisted contractors who have secured two works in MES must register formally before bidding for further projects.

### **C. Technical PQC Criteria**

* **Not applicable (NA)** for this tender — the work is classified as maintenance, not fresh EPC construction.

## 📄 **Key Administrative Conditions**

### **1. Bid System**

* **Two-cover system:**

* **Cover 1:** Technical Bid (credentials, eligibility documents).
* **Cover 2:** Financial Bid (rates and BOQ).
* Physical DDs and EMDs must reach the CWE office within **5 days of bid submission end date**.

### **2. Participation Rules**

* If <7 valid bids are received, **contractors one class below** (or two classes below in difficult areas) may also be considered, subject to capacity.
* **Foreign firms** are **not eligible**.
* Indian firms with **foreign directors** must have security clearance.

### **3. Required Documents**

#### **For MES-Enlisted Contractors**

* Application on firm’s letterhead.
* Valid enlistment certificate.
* DD/Banker’s cheque (cost of tender + EMD).
* Other supporting documents as per Appendix A.

#### **For Non-Enlisted Contractors**

* Application on firm’s letterhead.
* Scanned copy of EMD & cost of tender.
* **Police verification / character certificate** for proprietor/partners/directors.
* Proof of technical and financial capability per MES Manual 2020. |

## 🧾 **Evaluation Process**

1. **Technical Evaluation (Cover 1):**

* Eligibility verification (financial, legal, technical).
* In case of missing documents, a **7-day rectification window** is granted.

2. **Financial Evaluation (Cover 2):**

* Only validated technical bids are opened.
* Bids with pricing errors or missing revised BOQs are rejected.

3. **Appeal Provision:**

* Rejected bidders may appeal to **Chief Engineer, Jalandhar Zone** at [cezjr2-mes@nic.in](mailto:cezjr2-mes@nic.in) within **7 days** of rejection.
* Decision of Chief Engineer is final and binding.
