– Enlisted with MES in **Class ‘D’ or above**

– Must have **MoU with MNRE-approved channel partner** (Category ‘A’ or ‘I’ with credit rating 1A–2C from CRISIL/CARE/ICRA etc.)
– Channel partner must have relevant experience as per tender criteria
– Contractors with their own solar rating meeting the above criteria are also eligible

### ✅ **B. For Non-MES (Unenlisted) Contractors**
– Must meet **MES Class ‘D’ enlistment criteria** (Para 1.4 & 1.5, MES Manual on Contracts 2020)
– Must not be suspended/debarred/blacklisted by any government/PSU/autonomous body
– Must submit **Police Verification/Passport/Clearance Certificate**
– Must submit all documents required for MES enlistment
– MoU with MNRE-approved channel partner (same as above) mandatory
– **Foreign firms not eligible**; Indian firms with foreign directors subject to security clearance
