### **1. Work Details**

### **2. Eligibility Criteria**
**(a) MES Enlisted Contractors:**
* Class ‘D’ and above, Category b(i).
* Must have satisfactory Work Load Return (WLR).
**(b) Contractors not enlisted with MES:**
* Must meet enlistment criteria for Class ‘D’ & Category b(i).
* Should not carry adverse remarks in WLR.
* Should not be suspended/debarred/blacklisted by Govt/PSU/Autonomous bodies.
* Must provide details of past and ongoing works in prescribed format.
* If already secured 2 MES works, must get registered in designated class.
**(c) General Conditions:**
* In case of insufficient eligible bidders (<7), contractors of **one class below** (or two classes below for remote/difficult areas) may also be considered, subject to criteria.
* Foreign firms not allowed. Indian firms with foreign directors/nationals require security clearance.
* Subletting not permitted (except to close family members or firm’s own employees, under conditions).

### **3. Bid Submission Process**

* **Covers:**
* **Cover 1 (Techno-Commercial):** Eligibility docs, enlistment letters, tender fee & EMD.
* **Cover 2 (Financial):** BOQ with item rates.
* **Physical Submission:** Original DD/EMD must reach Accepting Officer within 7 days of bid closing. Non-compliance leads to penalties (ban for 6 months, rejection of bid).
* **Deficiency Correction:** 7 days allowed if documents are incomplete in Cover-1, else bid rejected.
* **Misconducts:**
* Bidding on outdated BOQ → treated as non-bona fide.
* Withdrawing offer/revising rates upward after Cover-2 opening → penalty = EMD forfeiture + suspension.
* **Related Firms:** Only one can bid if common directors/partners.
