### **Eligibility Criteria**
1. **For MES Enlisted Contractors**: Must be enlisted in **Class “D”** under category **b(i)** , with no adverse remarks in their Work Load Return (WLR).
2. **For Un-Enlisted Contractors**: Must meet the fresh enlistment criteria for Class “D” as per the MES Manual on Contracts 2020 (detailed below).
3. **For All Contractors**:
– Must not be suspended/debarred/blacklisted by any government entity.
– **Subletting is strictly prohibited**. Execution can only be done through the firm’s own resources or specified immediate family members/employees via Power of Attorney, provided they do not own a separate enlisted firm.
– Foreign firms are not eligible. Indian firms with foreign nationals/directors require security clearance.
### **Enlistment Criteria for Class “D” (Para 1.4)**
To be eligible as an un-enlisted bidder, a firm must meet the following criteria for fresh enlistment in Class “D”:
– **Past Experience (Last 5 Years)** :
– Two works costing not less than **Rs 25.00 lakh** each, OR
– One work costing not less than **Rs 40.00 lakh**.
– **Financial Soundness**:
– Solvent up to **Rs 20.00 lakh**, OR Financially sound for engagement up to **Rs 50.00 lakh**.
– **AND** Working capital not less than **Rs 7.50 lakh**.
– **Average Annual Turnover**: Must not be less than **Rs 50.00 lakh** for two consecutive years.
### **Key Submission & Documentation Requirements**
– **Bid Submission**: Bids are uploaded on www.defproc.gov.in. Cover-1 (Technical Bid) and Cover-2 (Financial Bid) must be uploaded before the specified date and time.
– **Mandatory Documents in Cover-1**:
– **For Enlisted Contractors**: Enlistment letter, DD for tender cost, EMD instrument (if no SSD bond), GST number.
– **For Un-Enlisted Contractors**: Application, DD for cost/EMD, **Police Verification/Passport** of proprietors/partners/directors, **all documents required for Class “D” enlistment** (work experience, turnover, solvency/working capital certificates, PAN, GST, EPFO registration, affidavits, etc.).
– **Physical Document Submission**: Scanned copies are mandatory for bid validation. Original physical DD/EMD instruments must reach the Accepting Officer’s office **within 5 days** of the bid submission end date. Failure to do so can result in the bid not being opened and a six-month ban from bidding.
– **EPF Registration**: It is **mandatory** to upload a copy of the EPF registration certificate. Bidders without it will be disqualified in the technical evaluation.
– **Deficiency Rectification**: Bidders are given **7 days** to rectify any deficiencies in Cover-1 documents after communication from the authority.
