### 🔹 **Eligibility Criteria**
#### (a) For MES Enlisted Contractors:
* Must be **Class ‘B’ or above** MES-registered contractors.
* Should have **satisfactory performance** in ongoing projects (as per Work Load Return).
* Must have a **MoU with a solar power firm** registered under the **PM Surya Ghar: Muft Bijli Yojana** portal and meeting experience criteria.
* Alternatively, enlisted firms themselves registered as solar vendors under the same scheme are eligible.
#### (b) For Non-Enlisted Contractors:
* Must meet enlistment criteria of **Class ‘B’** MES contractor (financials, solvency, turnover, etc.) per *MES Manual of Contracts 2020*.
* Should have a **MoU with an approved solar vendor** under the PM Surya Ghar scheme (or self-registered).
* Must not be blacklisted, suspended, or carry adverse performance reports.
* Must submit police verification and company registration documents.
#### (c) For All Contractors:
Must demonstrate experience in solar power projects:
* 1 project ≥ **200 kWp** (80% of capacity), OR
* 2 projects ≥ **125 kWp** each (50%), OR
* 3 projects ≥ **100 kWp** each (40%)
Completed within the **last 7 years** for any Government Department or PSU.

### 🔹 **Joint Venture (JV) Provisions**
* JV of **maximum 2 firms** allowed (Lead party ≥60%, Other party ≥30%).
* JV permitted **only for solar plant works**.
* **Foreign firms** not allowed; Indian firms with foreign directors require **MHA security clearance**.
* JV must collectively meet **100% technical and financial criteria** (turnover, solvency, working capital).
* Both parties jointly responsible and must submit proof of shared resources (equipment, staff, etc.).
* JV must upload agreement and supporting documents with **Technical Bid (Cover-1)**.

### 🔹 **Other Key Conditions**
* **Mandatory Site Visit:** Contractors must inspect site before bidding.
* **No Subletting:** Work cannot be subcontracted or assigned to third parties except certain close associates (family or employees).
* **Integrity Pact:** Must be signed and uploaded with the technical bid.
* **Evaluation:**
* Cover-1: Technical Qualification
* Cover-2: Financial Bid (only for technically qualified bidders)
* **Appeal Mechanism:** Rejected bidders may appeal to **HQ Chief Engineer, Western Command (Chandimandir)** before financial bid opening.
* **Preference Policy:** Public sector undertakings (PSUs) may be granted price preference under government norms.
