### **1. Scope of Work**

* **Cost of Tender Documents:** ₹1,000 (DD/Banker’s Cheque in favour of GE EM Lucknow).
* **Earnest Money (EMD):** ₹1,54,000 (DD/FDR/Banker’s Cheque/BG from commercial bank).

### **3. Eligibility Criteria**
**For MES Enlisted Contractors:**
* Class “B” & above, with satisfactory Work Load Report (WLR).
* MoU with solar firms rated 1A/1B/1C/2A/2B/2C (CRISIL/CARE/FITCH/CRA/SMERA/Brickwork).
**For Non-enlisted Contractors:**
* Must meet enlistment criteria of MES Class “B” (per MES Manual 2020) – turnover, solvency, working capital, past works.
* No adverse WLR/blacklisting.
* MoU with solar firms (same rating requirement).
**Technical Experience (for all bidders):**
* Govt./PSU executed & commissioned solar plants in last 7 years:
* 1 work ≥ 128 kW, OR
* 2 works ≥ 80 kW each, OR
* 3 works ≥ 64 kW each.

### **5. Other Key Conditions**
* Contractors one class below may be considered if fewer than 7 eligible bids are received.
* Foreign firms **not eligible**; Indian firms with foreign directors require security clearance.
* No subletting allowed except to close family members or own employees.
* MoU allowed between one solar firm and one MES contractor only (no multiple bids).
* Bids without physical receipt of cost/EMD instruments within 5 days of submission end date may be disqualified.
