### **1. TENDER OVERVIEW**
* **Project:** Provision of Rooftop Solar System at AF Station Bhowali.
* **Estimated Cost:** ₹ 36.72 Lakh (At Par Market).
* **Completion Period:** 180 days from the date of handing over the site (post-submission of Performance Guarantee).
* **Contract Type:** Item Rate Contract based on specification **IAFW-1779(A) Revised-1955** and General Conditions of Contract **(GCC) IAFW-2249**.
### **2. ELIGIBILITY CRITERIA (STRICT)**
The tender is open to both **MES-enlisted** and **non-enlisted** contractors, subject to rigorous conditions.
#### **A. For MES-Enlisted Contractors:**
* Must be enlisted in **Class ‘D’ or above**.
* Must have **satisfactory performance remarks** in the Work Load Return (WLR).
* Must have a valid **MoU with a Solar Power Firm** possessing a rating of **1A/1B/1C/2A/2B/2C** from agencies like CRISIL, CARE, FITCH, ICRA, SMERA, or Brickwork Ratings India Pvt. Ltd. **(Exempt if the contractor itself holds this rating).**
* Must meet the **experience criteria** outlined in Para 8(C) for all contractors.
#### **B. For Non-Enlisted Contractors:**
* Must meet the financial and technical enlistment criteria for **MES Class ‘D’ and above** (as per MES Manual of Contracts 2020, Para 1.4 & 1.5) regarding completed work value, annual turnover, bank solvency, and working capital.
* Must have a valid **MoU with a rated Solar Power Firm** (as above) or possess the rating themselves.
* Must **not be suspended/debarred/blacklisted** by any government entity.
* Must submit a **Police Verification Report** or **notarized passport copies** of proprietors/partners/directors.
* Must provide details of past and ongoing work in MES, if any.
* **Foreign firms are not eligible.** Indian firms with foreign directors require security clearance.
#### **C. Experience Criteria for ALL Contractors:**
Must have successfully completed solar power plant works in the last 7 years for Central/State Govt./PSUs, meeting **any one** of these capacity benchmarks (Total plant capacity: **74 KW**):
* **One** work of capacity ≥ **80%** (i.e., ≥ 59.2 KW) of the specified plant.
* **Two** works, each of capacity ≥ **50%** (i.e., ≥ 37 KW) of the specified plant.
* **Three** works, each of capacity ≥ **40%** (i.e., ≥ 29.6 KW) of the specified plant.
### **3. BIDDING PROCESS & KEY DATES**
* **Tender Document Cost:** ₹500 via DD/Banker’s Cheque in favour of **AGE (I) AF Bhowali**.
* **Portal:** Bids must be submitted online via **https://defproc.gov.in/nicepap** and **www.mes.gov.in**.
* **Bid Structure:** Two-cover system.
* **Cover-1 (Technical Bid):** Contains eligibility documents, EMD, tender cost DD.
* **Cover-2 (Financial Bid):** Contains priced Bill of Quantities (BOQ).
* **Critical Dates (P = Publication Date):**
* **Bid Submission Start:** (P+14) days at 1800 Hrs.
* **Bid Submission End:** (P+14+5) days at 1800 Hrs.
* **Bid Opening:** (P+14+5+7) days on or after 1100 Hrs.
### **4. FINANCIAL CONDITIONS**
* **Earnest Money Deposit (EMD):** **₹73,450** (in favour of AGE (I) AF Bhowali) via **Deposit-at-Call Receipt** (FDR not accepted).
* **MES-Enlisted Contractors:** Exempt if a Standing Security Bond is already executed.
* **Non-Enlisted Contractors:** Must submit EMD with Cover-1.
* **EMD Refund:** To unsuccessful bidders after technical evaluation.
* **EMD Forfeiture/Penalty:** For willful defaults like revoking or revising bids upward after submission.
* **Performance Security:** Successful bidder must submit within **28 days** of acceptance. EMD can be converted to form part of this security.
