## ⚙️ Eligibility Criteria
### For MES Enlisted Contractors:
* Must be **Class ‘A’** under MES enlistment rules.
* No adverse remarks in workload reports.
* Should have **MoU with solar power firms** rated **1A/1B/1C/2A/2B/2C** by accredited rating agencies (CRISIL, CARE, FITCH, ICRA, SMERA, Brickwork, etc.).
* Can also qualify if possessing equivalent ratings themselves.
### For Non-MES Contractors:
* Must meet MES “Class A” criteria regarding:
* Financial soundness (annual turnover, solvency, working capital).
* Experience with Central/State Govt. works or PSUs.
* Should not be blacklisted or debarred.
* Must have MoU with rated solar firms (same ratings as above).
### Technical Qualification (PQC):
* **Average annual turnover** (last 3 years): ≥ 30% of estimated cost.
* **Experience:** Completed and commissioned solar power projects in Govt./PSU during last 7 years:
* 3 similar works ≥ 40% of estimated cost, OR
* 2 similar works ≥ 50% of estimated cost, OR
* 1 similar work ≥ 80% of estimated cost.

## 📄 Important Submission Notes
* Tender submission, opening, and result dates are available on the **Defence Procurement Portal**.
* Required documents (for enlisted/un-enlisted contractors) include:
* DD/Banker’s Cheque for tender cost and EMD.
* Enlistment certificates.
* GST Registration.
* Integrity Pact (Appendix B).
* Joint Venture Agreement (if applicable).
* Financial and technical qualification proofs.
* **Physical copies** of EMD and DD must reach within **7 days** after bid submission deadline, or bids will be rejected or penalized.

## 🤝 Integrity Pact (Appendix ‘B’)
A mandatory agreement between **MES** and the **Bidder**:
* Aims to ensure **transparency and prevent corruption** in public procurement.
* Bidders must **not offer or accept bribes**, **collude**, or **engage in unfair practices**.
* Breach leads to:
* Forfeiture of EMD,
* Disqualification or contract cancellation,
* Debarment from future tenders.

## 🔗 Joint Venture (Appendix ‘C’)
* JV allowed with defined roles:
* **Lead party:** Must meet 60% (or higher share) of qualifying criteria.
* Combined, both parties must meet **120%** of eligibility norms.
* JV must:
* Possess required machinery, technical staff, and financial capability.
* Submit notarized JV agreement before bid submission.
* Bidding under multiple JVs for the same tender is **prohibited**.
* Foreign firms cannot form JVs; Indian firms with foreign directors require security clearance.

## 🧾 Annexures
### **Annexure I – Eligibility for Un-enlisted Contractors**
* **Experience:** At least 2 works ≥ ₹4 crore or 1 work ≥ ₹6 crore.
* **Average Annual Turnover:** ≥ ₹6 crore.
* **Solvency:** Minimum ₹2 crore; financially sound up to ₹7.5 crore.
* **Working Capital:** ≥ ₹30 lakh.
* Must submit:
* Police verification or passport copies.
* Affidavits confirming:
* No litigation/arbitration.
* No near relative employed in MES.
* No blacklisting.
* No pending government dues.
### **Annexure II – Bank Guarantee Format**
* Standard **Performance Guarantee Bond** template provided for successful bidders.
* Must be executed by a **Nationalized/Scheduled Bank**.
* Valid until all dues under contract are settled and project completion is certified.
