# Eligibility (Solar + MES)
* **MES enlisted (Class ‘C’ & above)** with acceptable Work Load Report; must have **MoU with rated solar firm** (unless firm itself has rating).
* **Un-enlisted** must meet **MES Class ‘C’** criteria (turnover, solvency, experience, etc.) + **MoU with rated solar firm**.
* **Solar firm rating**: **1A/1B/1C/2A/2B/2C** by **CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork**.
* **Solar plant experience (last 7 years)**: any one of
* **1 work ≥ 80%** of 120 kW, or
* **2 works ≥ 50%**, or
* **3 works ≥ 40%**.
* **MoU rules**: A solar firm may bid **either directly OR via MoU** (not both); **one solar firm ↔ one contractor** per tender. Violations render bids **invalid**.
# Submission Essentials (Cover-1)
* **Upload**: DD for **tender fee** (and **EMD** if SSD not executed), enlistment letters, **MoU**, and **solar work credentials** in tabular form; **unenlisted** also need **police verification** and MES enlistment docs per Contract Manual 2020.
