**For MES Un-enlisted Contractors:**
* Must meet Class ‘C’ enlistment criteria as per MES Manual of Contracts 2020.
* MoU with CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork rated solar firms required (unless firm itself has rating).
* Not blacklisted or debarred by any Govt./PSU.
**Experience Requirement (all bidders):**
* Successfully completed solar projects in Govt./PSUs in last 7 years:
* 1 project ≥60 kW (80% of capacity), OR
* 2 projects ≥37.5 kW (50%), OR
* 3 projects ≥30 kW (40%).
**Special Notes:**
* Same solar power firm cannot bid both directly & via MoU with MES contractor.
* Indian firms with foreign directors allowed only after security clearance.
* No subletting except to close family/own employees.
