## 🧩 **Eligibility Criteria**
### **A. For MES Enlisted Contractors**
* Must be **Class ‘B’ or above** in MES enlistment.
* Performance in **Work Load Return (WLR)** or other official reports must be satisfactory.
### **B. For Non-MES Contractors**
Must meet *Class ‘B’* enlistment criteria from MES Manual on Contracts 2020:
1. Proven track record of executing works with **Central/State Govt., PSUs, or Defence agencies** (AWHO, AFNHB, DGMAP, etc.).
2. No adverse or suspension/debarment record.
3. Must not be blacklisted by any government department.
4. Should provide list of completed/ongoing similar works in the prescribed MES format.

## 🧮 **Technical Pre-Qualification Criteria (PQC)**

### **For All Contractors (MES & Non-MES)**
Must have completed and commissioned **rooftop solar power plants** in Govt./PSU sectors within the **last 7 years** (before bid submission date) with:

## 📂 **Documents Required (Pages 12–13)**
### **For Enlisted Contractors**
1. Application letter for tender issue.
2. Valid enlistment certificate.
3. DD for tender fee & EMD (if applicable).
4. Provident Fund Code.
5. GST registration certificate.
6. MoU with approved solar power firm (CRISIL/CARE/ICRA rated).
### **For Non-Enlisted Contractors**
1. Application letter.
2. DD for tender fee & EMD.
3. **Police verification / Character certificate** (≤6 months old).
4. All enlistment documents (financials, solvency, turnover).
5. Details of current works in MES.
6. MoU with qualified solar firm.
Failure to upload these documents may result in **technical disqualification**.

## ⚖️ **Joint Venture (JV) Provisions (Page 14–15)**
* **JV allowed:** Only for **solar plant works**.
* **Maximum parties:** 2 (Lead + Partner).
* **Lead Partner:** ≥ 60% share; **Other Partner:** ≥ 30%.
* **Eligibility:**
* Combined turnover must meet 100% of the requirement.
* Each party must meet **≥30% of technical PQC**.
* Jointly possess required machinery and staff.
* **Restrictions:**
* A party cannot bid independently and through a JV for the same tender.
* Foreign firms not allowed; Indian firms with foreign-origin directors allowed **with MHA security clearance**.
* JV must submit a valid **agreement** detailing scope, roles, and responsibilities.
* **Consequences of Default:** Administrative action applies to both JV members.

## 🧾 **Special Conditions and Clauses**
### **1. Integrity Pact (Page 15)**
* Mandatory and integral part of the contract.
* Must be signed and uploaded (scanned copy in *Cover 1*, original by post).
* Non-compliance = Disqualification from the technical evaluation.
### **2. Restrictions**
* **Subletting not allowed**, except through close family or firm employees.
* **Foreign firms** directly ineligible.
* **Revised BOQ** must be used; old BOQ bids are invalid.
### **3. Disqualifications**
* Failure to send **physical DD/EMD** within 5 days of online submission leads to:
* *6-month ban* for enlisted contractors.
* *Bid rejection* for un-enlisted ones.
* Bidders cannot revise or revoke offers post bid opening; doing so leads to **EMD forfeiture**.
### **4. Appeals**
* Rejected technical bids can appeal to **HQ CE (AF) WAC, Palam** within the notified time.
* Decision of the **Next Higher Engineer Authority (NHEA)** is final.
