### **2. Tender Submission & Eligibility**
– **Eligible Contractors:**
– MES enlisted contractors of Class **‘D’ and above** within the relevant financial category.
– Unenlisted contractors meeting the enlistment criteria for Class ‘D’, Category b(i).
– **Restrictions:**
– Only one tender per firm.
– Related firms (common partners/directors) cannot bid separately.
– Subcontracting is prohibited except to specified family members or employees.

### **3. Tender Process & Documents**
– **Tender Forms:** Available for download from [www.defproc.gov.in](http://www.defproc.gov.in).
– **Bid Submission:** Two-cover system:
1. **Cover-1 (Technical Bid):** Includes scanned DD, enlistment details, and other required documents.
2. **Cover-2 (Financial Bid):** To be opened only if Cover-1 is validated.
– **Cost of Tender Document:** ₹500 via DD/Banker’s Cheque in favour of GE Kota.
– **Earnest Money Deposit (EMD):** ₹76,320 in favour of GE Kota.
– **Performance Security:** 5% of contract value within 28 days of acceptance.

### **4. Key Conditions & Clauses**
– **Site Visit:** Bidders advised to visit the site by prior appointment with GE/AGE(I).
– **Alterations:** Bids proposing changes to conditions may be rejected.
– **Schedule of Rates:** Bidders must possess the latest MES Standard Schedule of Rates (SSR).
– **No Obligation:** The Accepting Officer is not bound to accept the lowest or any bid.
– **Price Preference:** Preference may be given to Public Undertakings/SMEs as per Govt. policy.

### **5. Technical & Financial Evaluation**
– **Technical Bid Validation:** Based on eligibility criteria in Appendix ‘A’.
– **Deficiency Rectification:** If documents are deficient, bidders get **7 days** to rectify.
– **Financial Bid Opening:** Only if Technical Bid is validated and physical DDs are received within **7 days** of submission deadline.
– **Appeal Process:** Unsuccessful bidders may appeal to HQ Chief Engineer Jaipur Zone before Cover-2 opening.

### **6. Special Provisions for Unenlisted Contractors**
– Must submit all documents required for MES enlistment.
– Not eligible if already executing MES works exceeding **twice** their tendering limit.
– Foreign firms are not eligible. Indian firms with foreign directors require security clearance.
