### **Mandatory Solar Experience (All Bidders)**

* Solar power plants executed for **Government / PSU** in last **7 years**
* Minimum experience criteria:

* **1 project ≥ 80%** of tender capacity
* OR **2 projects ≥ 50%** of tender capacity
* OR **3 projects ≥ 40%** of tender capacity

### **Earnest Money & Performance Security**

* **EMD:** ₹5.65 lakh (Deposit at Call only; FDR not accepted)
* **Performance Security:**

* **5% of contract value**
* Acceptable forms: Bank Guarantee, FDR, Insurance Surety Bond, DD, Online Payment
* **Failure to submit PS:** Cancellation of award + forfeiture of EMD

### **Bid Evaluation & Compliance Rules**

* Financial bids opened **only after technical validation**
* Physical EMD must reach MES office **within 7 days** of bid closing
* Deficiency correction window: **7 days**
* Non-submission or errors lead to **bid rejection and suspension**
