### **6. Eligibility Criteria**

#### A. MES Enlisted Contractors:

* Must be in Class **‘D’ or above** and Category **(b)(i)**.
* Should have satisfactory performance reports (Work Load Report – WLR) and no adverse remarks.

#### B. Non-MES (Unenlisted) Contractors:

* Must meet the enlistment criteria for MES Class ‘D’ & Category (b)(i).
* Should have executed similar government works (Central/State PSU, AWHO, AFNHB, CGFWHO, DGMAP).
* Must provide:

* Police Verification / Passport copy of proprietor/directors.
* Financial documents (solvency, turnover).
* Work experience details.
* Must not be blacklisted, suspended, or debarred from any government tenders.

**Note:** Foreign firms are not eligible. Indian firms with foreign directors may be considered after security clearance.

### **7. Restrictions & Special Conditions**

* No subletting or execution through third parties, except family members or own employees (conditions apply).
* Related firms (shared ownership) cannot submit multiple bids.
* Revocation or alteration of quotes after submission leads to penalties (e.g., forfeiture of EMD, 6-month ban).
* Bids with outdated BOQ or voluntary rate revisions will be treated as invalid.

### **8. Submission Requirements**

#### Cover-1 (Technical Bid) must include:

* Application on firm’s letterhead.
* Enlistment certificate (for MES enlisted).
* Police verification or passport (for unenlisted).
* EMD and DD copies.
* Work experience and ongoing project details.

#### Cover-2 (Financial Bid):

* Will only be opened for bidders who qualify in technical evaluation.

### **9. Evaluation & Rejection**

* **Accepting Officer** reserves full right to reject any bid without providing reasons.
* **T-Bid** validation depends on firm capability as per Appendix A.
* Contractors can appeal rejection to **HQ CE (AF) WAC, Palam** if desired.

### **10. Critical Dates**

* Start and end dates for bid submission and bid opening will be specified on the MES and DEFPROC websites.

### **12. Additional Notes**

* This work is located in a **remote & difficult area**, hence contractors of one/two classes below the eligible class may also bid, provided they meet other eligibility and experience conditions.
* Any deficiency noticed during technical evaluation must be rectified within 7 days of notification, else the financial bid will not be opened.
