### **3. Eligibility Criteria**
**(A) MES Enlisted Contractors:**
* Class ‘E’ and above, Category b(i).
* Must not have adverse remarks in Work Load Return (WLR).
* Upload valid **Electrical License** (Cover-I).
**(B) MES Un-enlisted Contractors:**
* Must meet enlistment criteria of Class ‘E’ & Category b(i) as per MES Manual (Contracts 2007, reprint 2012).
* Additional requirements:
* Experience:
* 3 works ≥ ₹7.5 lakh, OR 2 works ≥ ₹10 lakh each, OR 1 work ≥ ₹20 lakh.
* Turnover ≥ ₹25 lakh (last 2 years).
* Solvency up to ₹10 lakh / Financial soundness up to ₹25 lakh.
* Working capital ≥ ₹5 lakh.
* One Graduate Engineer OR Diploma Engineer (with ≥2 yrs exp.).
* Immovable/movable reserve ≥ ₹8 lakh (80% immovable).
* Valid Police Verification / Passport of partners/directors.
* EPF registration & code.
* No recovery pending with Govt. departments (affidavit required).
**(C) Common Conditions:**
* No subletting except to family (spouse/children) or firm’s own employees/directors.
* GST registration mandatory.
* For categories b(i), b(ii), b(iii) & d(v): Valid Electrical License required from State/UT where work executed; Supervisor competency & tradesman permits mandatory.

* Non-submission of original DD/EMD within 7 days may lead to rejection/ban for 6 months.
