### Eligibility Requirements

**For MES Enlisted Contractors:**
– Enlisted with MES in **Class ‘E’ and above**
– Category: **b(i) Low Tension Electric Works** (Excluding 33KV)
– Satisfactory Work Load Return (WLR) remarks
– Valid Provident Fund Code Number
– Valid GST Registration Number

**For Un-Enlisted Contractors:**
– Must meet Class ‘E’ MES enlistment criteria (experience, turnover, solvency, working capital as per Para 1.4 & 5 of MES Manual of Contracts 2020)
– Experience: Similar works with Central/State Govt/PSUs/AWHO/AFNHB/GEWHO/DGMAP
– Not blacklisted/debarred by any Govt Department/PSU/Autonomous Body
– Police Verification Report/Clearance Certificate required
– **Foreign firms NOT eligible** (Indian firms with foreign directors subject to security clearance)

### Special Provisions
– **Class Relaxation**: If <7 eligible bidders, contractors **one/two classes below** may be considered subject to:
– Residual work not exceeding 5X tendering limit, OR
– Meeting up-gradation criteria (experience + financial soundness)
– **Related Firms**: Not allowed simultaneously if Proprietor/Partners/Directors are common
– **Subletting**: Not permitted except to immediate family (son/daughter/spouse) or firm employees not having separate MES enlistment

### Key Compliance Notes
– **Two-Cover System**: Cover 1 (Technical/Eligibility) + Cover 2 (Financial Bid)
– **Physical Documents**: Scanned copies uploaded in Cover 1; originals to reach Accepting Officer **within 7 days** of bid submission end
– **Consequences of Non-Receipt**:
– Enlisted: Financial bid opened but 6-month ban for non-submission of tender cost
– Un-enlisted: Financial bid NOT opened if documents missing
– Any: Financial bid NOT opened if EMD physical copy missing
– **Deficiency Rectification**: 7 days window to rectify Cover 1 deficiencies post-communication
– **Rate Revision**: Post-bid opening rate revisions = willful default → EMD forfeiture + ineligibility for re-tendered work
– **Performance Security Failure**: 6-month suspension from tendering (longer if EMD not deposited)
– **PF Compliance**: All workers must be enrolled with PF and have UAN

3. Scanned DD for tender cost + EMD (if SSD bond not signed)

**For Un-Enlisted:**
1. Application on firm letterhead
2. Scanned DD for tender cost + EMD
3. Police Verification/Clearance Certificate or notarized passports of Proprietor/Partners/Directors
4. Complete MES enlistment documents (as per Para 1.5, Section I, MES Manual on Contracts 2020)
5. Details of MES works in hand (if any)
6. Provident Fund Code proof
7. GST Registration proof
8. Work experience certificates (individual work + turnover)
