* Two-cover system:
* Cover-1: Technical bid with eligibility documents
* Cover-2: Price bid (only for technically qualified bidders)

**Eligibility Criteria:**
1. **MES Enlisted Contractors**
* Class “D” eligible.
* Must have MoU with Solar Power Firms rated 1A/1B/1C/2A/2B/2C (CRISIL/CARE/FITCH/ICRA/SMERA/Brickwork).
* No adverse remarks in workload return.
2. **Un-enlisted Contractors**
* Must meet MES enlistment criteria (financials, solvency, experience, turnover, etc.).
* No adverse remarks, not blacklisted/suspended.
* Must provide police verification/character certificate or passport copy of proprietor/partners/directors.
3. **All Contractors (Experience Requirement)**
* Completed in last 7 years:
* One work >40 KW capacity, OR
* Two works >25 KW each, OR
* Three works >20 KW each.
4. **Restrictions:**
* No subletting except to family or own employees.
* Related firms (common partners/directors) cannot bid simultaneously.
* Foreign firms not eligible (Indian firms with foreign directors subject to clearance).
**Tendering Notes:**
* If fewer than 7 eligible bids, contractors one class below may be considered.
* EMD and tender fee physical copies must reach within 5 days of bid submission, else penalties apply.
* Revoking/revising bids after opening Cover-2 will attract penalties.
* Integrity Pact and Joint Venture conditions apply (based on work value/type).
