### **1. Work Details**
* **Title:** Repair, Maintenance & Operation of **Solar Power Plants of different capacities** at multiple MES sites.
* **Estimated Cost:** ₹95.00 lakh
* **Period of Completion:** 334 days
* **Tender Fee:** ₹1,000 (DD/Banker’s Cheque in favour of GE Jhansi)
* **EMD:** ₹1,68,000 (Deposit at Call Receipt; FDR not acceptable)
* **Type of Contract:** Item-rate, based on MES BOQ formats (IAFW-1779A & GCC IAFW-2249).

### **2. Eligibility Criteria**
**(a) For MES Enlisted Contractors:**
* Class ‘C’ and above, Category b(ii).
* Satisfactory performance in Work Load Return (WLR).
* Must have solar experience or MoU with an authorized solar agency.
**(b) For Unenlisted Contractors:**
* Must meet enlistment criteria of Class ‘C’ & Category b(ii) (financials, turnover, solvency).
* Must show solar experience or MoU with authorized solar agency.
**(c) For All Contractors:**
* Must have completed solar works in Govt/PSU in last 4 years (till 31.07.2025):
* One work ≥80% of NIT capacity, OR
* Two works ≥50%, OR
* Three works ≥40%.

### **3. Key Notes**
* A solar firm can bid directly **or** through MoU with MES contractors, but not both.
* If <7 eligible bids are received → MES may consider contractors **one class below** (or two classes below for remote areas).
* Foreign firms not allowed; Indian firms with foreign nationals as directors need security clearance.
* Sub-letting not allowed (except to close family members/own employees with conditions).
* Site visit encouraged before bidding.
* PF Act compliance mandatory before commencement.

* **Cover 1:** Eligibility docs, enlistment letters, EMD & fee instruments.
* **Cover 2:** Financial bid (BOQ).
* **Hard Copy:** Original DD/EMD to reach Accepting Officer within **7 days** of bid closing. Non-submission → bid rejection & 6-month ban.
* **Corrections:** Deficiency in Cover-1 → bidder has 7 days to rectify.
