* Earnest Money Deposit (EMD): **₹2,41,900**.
* Offer validity: **60 days**.
* Completion period: **6 months**.
* Manual bids not allowed; only e-tender submission permitted.

## **3. Key Commercial Conditions**

* Mandatory submission of **GSTIN**, PAN, and all relevant registration documents.
* Tenderer must submit **Bid Security via e-payment or Bank Guarantee** as per GCC rules.
* Original Bank Guarantee must reach the railway office before bid closing date.
* Local content declaration required as per **Make in India Policy**.

## **4. Financial Eligibility Criteria**

* Firm must meet **minimum average annual contractual turnover** requirement:

* Formula: *V/N or V, whichever is lower*, where

* **V = Tender value in crores**
* **N = Completion period (in years)**
* Turnover must be demonstrated using audited balance sheets from previous three years.
* Financial documents must be certified by a Chartered Accountant.

## **5. Technical Eligibility Criteria**

* Must hold a **valid Electrical Contractor License** (mandatory).
* Must meet one of the following past work experience criteria within last 7 years:

* Three similar works ≥ 30% of tender value, or
* Two similar works ≥ 40% of tender value, or
* One similar work ≥ 60% of tender value.
* Similar Work definition:
**Design, Supply, Installation, Testing, Commissioning of Solar Power Plant or Solar Hybrid System of 50 KWp or above (with or without AMC).**
* Certificates from private individuals not accepted (except specified listed companies).

## **6. Strict Compliance Requirements**

* Contractor must submit all legal/organizational documents (as applicable to: Proprietorship, Partnership, HUF, LLP, Company, Society/Trust).
* Mandatory online submission of Annexure-V and Annexure-19(A).
* Any false or misleading documentation may lead to:

* Bid rejection
* Forfeiture of Bid Security
* Up to **2-year ban** from tenders

## **7. Work Execution Conditions**

* Work governed by:

* Indian Electricity Act & Rules
* Northern Railway General Conditions of Contract (GCC 2022 with correction slips)
* Contractor responsible for staff identity cards, insurance, safety, and site discipline.
* All dismantling, loading, shifting, installation costs to be borne by contractor.
* Work must be carried out without disrupting power supply to residents.
* Site may be changed anywhere within Jammu Division.
