### **3. Eligibility & Qualification Criteria**

Bidders must meet the following:
– **Similar Work Experience:**
– Three works each ≥40% of estimated cost, or
– Two works each ≥50%, or
– One work ≥80% of estimated cost.
– Work must include design, supply, erection, and commissioning of **≥3 MW solar PV plants**.
– **O&M Experience:** Successfully operated and maintained **≥2 MW solar PV plant** for at least 2 years in the last 7 years.
– **Financial Turnover:** Average annual turnover of at least 30% of estimated cost over the last 3 years.
– **Documentation Required:** Income tax returns, audited balance sheets, GST registration, EPFO/PF registration, and local supplier classification under “Make in India” policy.

### **4. Technical Requirements**

– **PV Modules:** Minimum 540 Wp, mono-crystalline PERC, made in India, with 25-year performance warranty (90% output after 10 years, 80% after 25 years).
– **Inverters:** String or central inverters compatible with 1500V DC systems.
– **Mounting Structures:** Designed for wind speeds up to 250 km/h and seismic zone compliance.
– **Monitoring:** SCADA-based string-level monitoring with remote access.
– **Grid Evacuation:** 33 kV underground/overhead line to Munsar substation (~4.5 km).
– **Civil Works:** Site grading, fencing, control room, internal roads, drainage, and water supply for module cleaning.

### **5. Contractual & Commercial Terms**

– **Payment Terms:**
– 80% against supply/erection milestones.
– 20% after completion certificate and submission of Performance Bank Guarantee (PBG).
– **O&M Cost:** Fixed at 9.44% of total project cost, payable annually over 5 years in escalating percentages.
– **Liquidated Damages:** 0.5% per week for delay, capped at 10% of contract value.
– **Defect Liability Period:** 12 months from commissioning.
– **Insurance:** Contractor to provide comprehensive insurance covering construction, transit, erection, and O&M periods.
– **Performance Bank Guarantee:** 10% of project cost for construction and separately for O&M.

### **6. Key Clauses & Conditions**

– **No Deviation:** Bids must strictly comply with terms; conditional bids will be rejected.
– **Validity:** Bid must remain valid for 6 months.
– **Subcontracting:** Allowed only with prior written approval.
– **Force Majeure:** Recognized with time extension but no cost compensation.
– **Arbitration:** Disputes to be resolved through arbitration in Nagpur, under Indian law.
– **Integrity Pact:** Must be submitted with bid; failure leads to disqualification.
– **GST Compliance:** Contractor responsible for GST compliance and providing documents for input tax credit.

**7. Scope of Work (EPC + O&M)**

– **Design & Engineering:** Complete system design, drawings, approvals, and grid integration.
– **Procurement & Supply:** All equipment including PV modules, inverters, transformers, cables, mounting structures, and SCADA.
– **Construction & Civil Works:** Site preparation, foundations, fencing, roads, drainage, control room, and water supply.
– **Erection & Commissioning:** Installation, testing, and commissioning of entire plant.
– **O&M for 5 Years:** Preventive and corrective maintenance, module cleaning, performance monitoring, spare parts management, and reporting.
