### **Purpose:**

* To implement a **mandatory registration requirement** for importers of **solar and wind energy components** under the new REEIMS portal.
* Aligned with the Directorate General of Foreign Trade (DGFT) **Notification No. 40/2025-26**, dated **10th October 2025**, which amends the Import Policy of specific renewable items under Chapters **70, 73, 84, and 85** of ITC (HS) 2022.

1. **Importers of renewable components** (solar/wind) must register on **REEIMS** before importing specific HS-coded items.
2. The portal is available via the **MNRE website** and provides a digital registration, application tracking, and certificate generation process.

## 🌐 **2. Importer Manual – Renewable Energy Equipment Import Monitoring System (REEIMS)**

The manual provides a **step-by-step guide** for importers to use the REEIMS portal, covering registration, application, approval, and certificate verification.

### **Sections Overview**

#### **(a) Registration Process**

* Navigate to **REEIMS Home Page → “Importer Registration”**.
* Validate with **IEC Code** (auto-fetches importer data).
* Create a password (8+ characters, with upper/lowercase, special character, number).
* Submit to complete registration.

#### **(b) Login Process**

* Login using IEC code/username and password.

#### **(c) Importer Dashboard**

* Four key sections:

| Submitted Applications | View/download approved applications |
| Draft Applications | Edit saved drafts |

#### **(d) Application Process – 6 Steps**

1. **Import Details:**
Enter exporter name, address, country, port, purpose of import (e.g., manufacturing, EPC contract, R&D).
2. **Items Detail:**

* Choose product type (Solar/Wind).
* Components:

* *Solar:* Modules, glass, cells.
* *Wind:* Tower, blades, nacelle, rotor hub, gearbox, etc.
* Input model, capacity, quantity, CIF value, and reason for import.
3. **Destination Details:**
Add one or multiple destination states/districts for final installation.
4. **Save & Submit:**
Verify CIF value and applicant info, save draft, or submit final.
5. **Self-Approval:**
Importer can **approve or cancel** under “Submitted Applications.”
6. **Certificate Generation:**
After approval, system auto-generates the **Renewable Energy Equipment Import Certificate** (REE Certificate).

#### **(e) Certificate Verification**

* Anyone (logged-in or guest) can verify REE certificates on the portal by entering the **Registration Code**.
* Example screenshot on *page 12* shows a mock certificate for “Relish Custom Foods.”

## 📰 **3. Gazette Notification (DGFT – Ministry of Commerce & Industry)**

**Notification No.:** 40/2025-26
**Date:** 10 October 2025
**Issued under:** *Foreign Trade (Development & Regulation) Act, 1992*
**Authority:** Directorate General of Foreign Trade (DGFT)

### **Objective:**

To **amend import policy** for select renewable energy components (solar and wind) requiring **REEIMS registration** before import.

### **Key Provisions:**

1. **Mandatory REEIMS registration** for:

* **Solar items:** HS Codes 70071900, 85414200, 85414300
* **Wind items:** HS Codes 73082019, 84833000, 84834000, 85016420, 85016430, 85023100, 85030090

2. **Registration timeline:**

* **Air cargo:** 2 days prior
* **Sea/Land cargo:** 5 days prior

3. **Validity:** Each registration valid for **3 months**.

4. **Fee:** No registration charge.

5. **Applicability:** Imports via **air, sea, or land routes**.

6. **Effective date:** **1 November 2025**.

### **Effect of Notification (p. 18):**

These amended import conditions under ITC (HS) 2022 will be **enforced from 01.11.2025**, ensuring real-time monitoring of renewable imports.
