### **Project Scope (Two Components):**
**Part A (MPPTCL Component):**
– Construction of a **400 kV Sabalgarh substation**.
– Construction of a **400 kV DCDS Transmission Line (Quad Moose ACSR)** from Morena Pooling (765 kV ISTS) to Sabalgarh (400 kV).
– Construction of **220 kV LILO** of both circuits of the 220 kV Morena (MPPTCL) – Morena (Adani) – Sabalgarh line.
**Part B (RUMSL Component):**
– Construction of **33/220 kV pooling substations at PSS-1 & PSS-2**.
– Construction of associated **220 kV transmission lines** from PSS-1 & PSS-2 to the 400 kV Sabalgarh substation.

### **Important Instructions & Conditions:**
1. **Bidding Procedure:**
– Open Competitive Bidding (International) under **ADB’s Single-Stage: Two Envelope** procedure.
2. **Platform:**
– All bids must be submitted online via **[https://mptenders.gov.in](https://mptenders.gov.in)**.
3. **Document Purchase:**
– Tender documents can only be purchased and downloaded online from the portal after payment. **Manual purchase is not allowed**.
4. **Digital Certification:**
– Bidders must use **Class III Digital Certificates** for online signing.
5. **Bid Security (EMD):**
– **Mandatory** – Bid will be rejected if EMD is inadequate or missing.
– Scanned copy must be uploaded with the bid; original physical Bank Guarantee must be submitted within **7 days** of techno-commercial bid opening.
6. **Pre-Bid Conference:**
– Scheduled for **16 December 2025 at 16:00 IST**, both in-person and via Webex. Details will be posted on the tender portal.
7. **Corrigendum/Updates:**
– All updates will be posted on **[https://mptenders.gov.in](https://mptenders.gov.in)** and **[http://www.mptransco.in](http://www.mptransco.in)**. Bidders must monitor the portal regularly.
8. **Bid Document Availability:**
– From **26 November 2025** onward on the portal.
9. **Training Requirement:**
– Bidders are required to get trained on the e-Procurement System before participation.
10. **Right to Reject/Accept:**
– MPPTCL reserves the right to reject any or all bids, or accept any bid in whole or part, without assigning reasons.
