## **Eligibility Criteria**

### **Work Experience**

* Similar works defined as *supply, installation, testing & commissioning of solar power plants*.
* Minimum past project requirements (within last 7 years):

* 3 works ≥ 40% of estimated cost each, OR
* 2 works ≥ 50% of estimated cost each, OR
* 1 work ≥ 80% of estimated cost.
* Must have completed at least **1 solar project ≥1600 kWp** with **2 years successful O&M**.

### **Financial Criteria**

* **Turnover:** Avg. audited annual turnover (last 3 years) ≥ 40% of estimated cost (~₹8.3 Cr).
* **Net Worth:** Minimum 10% of estimated cost (~₹2.0 Cr).
* **Bank Solvency:** Minimum 40% of estimated cost (~₹8.3 Cr).
* Must show profit in at least 1 of last 3 years.

### **Other Restrictions**

* No Joint Ventures or Consortiums allowed.
* No foreign bidders permitted.
* Integrity Pact mandatory (project value >₹5 Cr).

## **Contract Conditions**

* **Type:** Lump-sum EPC contract.
* **Performance Guarantee:** 5% of contract value within 15 days of LoA.
* **Security Deposit/Retention:** 5% of gross value of each running/final bill.
* **No escalation:** All rates fixed for entire contract period.
* **Deviation Limits:** Building work 30%, Road work 50% (foundation work 100%).
* **Mobilization Advance:** Not applicable.
