#### 1. Project Overview

#### 2. Key Financials & Costs
– **Tender Fee:** ₹11,800/- (₹10,000 + 18% GST) – Non-refundable.
– **e-Processing Fee:** ₹4,130/- (payable to RailTel).
– **Earnest Money Deposit (EMD):** ₹96,000/- (to be submitted via online payment or Bank Guarantee).
– **Performance Guarantee:** 5% of the contract value, to be submitted within 15 days of receiving the Letter of Award (LOA).

#### 3. Eligibility Criteria (Mandatory)
To qualify, bidders must meet the following:

– **A. Work Experience (Last 7 years):** Must have successfully completed “similar works” (defined as **Construction of Residential/Non-Residential Buildings**).
– **Option 1:** Three similar works costing at least 40% of the estimated cost (~₹3.84 Crore).
– **Option 2:** Two similar works costing at least 50% of the estimated cost (~₹4.80 Crore).
– **Option 3:** One similar work costing at least 80% of the estimated cost (~₹7.68 Crore).

– **B. Financial Strength:**
– **Average Annual Turnover:** Must be at least 40% of the estimated cost (~₹3.84 Crore) over the last 3 years.
– **Net Worth:** Must be at least 10% of the estimated cost (~₹96 Lakhs) as of the last audited financial year.
– **Profitability:** Must have earned a profit in at least one of the last three financial years.

#### 4. Critical Restrictions
– **JV/Consortia:** Joint Ventures, consortia, and foreign bidders are **not eligible** to apply.
– **Parent Company Experience:** Bidders *cannot* use the experience of their parent/group companies. Only the bidding entity’s own experience counts.
– **Subsidiary Experience:** A company can use the experience of its *subsidiary* only to the extent of its ownership stake in that subsidiary.

#### 5. Bid Submission Process
– **Platform:** Online via [https://nbcc.enivida.com](https://nbcc.enivida.com) or [www.eprocure.gov.in](www.eprocure.gov.in).
– **Last Date:** **17th March 2026, by 11:00 AM IST.**
– **Technical Bid Opening:** 17th March 2026, at 11:30 AM IST.
– **Financial Bid Opening:** To be intimated later.
– **Pre-Bid Meeting:** 13th March 2026, at 11:00 AM in Kolkata (highly recommended).

#### 6. Mandatory Documents (Must Upload)
Failure to upload these correctly will lead to immediate rejection:
– **FORM-H:** Affidavit for correctness of documents (on ₹100 Non-Judicial Stamp Paper, notarized).
– **Annexure-II:** Unconditional acceptance of tender conditions (on company letterhead).
– **Annexure-III:** Signed Integrity Pact (mandatory for projects > ₹5 Crores).
– **FORM-A / B:** Details of similar work experience with completion certificates.
– **FORM-C:** Financial details (Audited Balance Sheets & P&L for 3 years, CA certified).
– **EMD:** Bank Guarantee (if applicable, strictly in the prescribed format).
– **GST/PAN/EPF Registration details.
