# **Detailed Summary of MNRE Notice (Dated 11th December 2025)**
The Ministry of New and Renewable Energy (MNRE), Wind Energy Division, issued an important notice emphasizing the urgent need for installing a **SCADA-based remote control system** at all Indian Air Force (IAF) airfields where wind turbine generators (WTGs) are operational. This directive follows an official communication from the Indian Air Force dated 07.11.2025 and a subsequent meeting held by MNRE on 25.11.2025.
### **1. Reason for the Directive**
The Ministry of Defence (MoD) issues No Objection Certificates (NOCs) for Wind/Solar power projects with the condition that wind turbines can interfere with Air Defence Radars. WTGs generate Doppler signatures similar to real aircraft, creating false plots/tracks on radar systems.
To prevent this issue, especially during wartime, emergencies, or operational requirements, the IAF needs the ability to **switch off WTGs remotely**.
To enable this, project developers are required to install **SCADA-based remote control systems** at all identified IAF stations.
—
### **2. Compliance Classified as ‘Top Priority’**
The notice strongly emphasizes that the installation of the SCADA system must be taken as a **top priority**.
Failure to comply may result in **revocation of previously issued MoD NOCs**, meaning the project may lose its permission to operate or continue development.
—
### **3. Non-Compliance Observed**
MNRE highlights that despite repeated reminders and discussions, many developers have **not placed the required work orders** for implementing the SCADA system in wind projects.
Since this delay compromises radar safety and national security operations, MNRE instructs developers to:
* Take **immediate action** to implement the SCADA system.
* Submit an **implementation schedule** to MNRE without delay.
The ministry warns that **failure to submit the schedule** or continued inaction will lead to **revocation of MoD NOCs**.

### **4. Directive Approved by Competent Authority**
The notice concludes by stating that the instructions are issued with the approval of the Competent Authority. All concerned stakeholders are expected to take the necessary actions immediately.
