**2. Scope of Work**
The scope includes **EPC works** for the development of a **7 MW rooftop solar PV project** for NALCO Limited, followed by **5 years of Operation & Maintenance (O&M)** after project completion. Detailed technical specifications and requirements are provided in **Section VI** of the bidding documents.

**3. Financial and Contractual Structure**
– **Financing:** NALCO will finance the project from its own sources.
– **Role of NVVN:** Acts as the **Project Management Consultant (PMC)** for bid evaluation, certification of works, and recommendation for payment.
– **Payments:** All payments will be made by **NALCO Limited** to the successful bidder, based on certification by NVVN.
– **Bid Security:** INR 50,00,000 (Fifty Lakhs) in favor of **NVVN Limited**.
– **Performance Security & Other Guarantees:** To be issued in favor of **NALCO Limited**.

**4. Key Dates & Bidding Schedule**
All key dates (issuance of IFB, bid submission, pre-bid conference, etc.) are as per the **Notice Inviting Tender (NIT)** published on the GePNIC portal. Bidders must regularly check the portal for updates.

**5. Mandatory Requirements for Bidders**
– **Site Survey:** Mandatory for all bidders. Submission of an undertaking for site visit on the bidder’s letterhead is required; failure to submit will result in rejection.
– **Bid Security:** Must be submitted along with the bid. Acceptable forms include Bank Guarantee, Insurance Surety Bond, or Electronic Fund Transfer (EFT).
– **Eligibility:** Only **Class-I and Class-II local suppliers** as per the **Public Procurement (Preference to Make in India) Order, 2017** are eligible.
– **Bidders from Neighboring Countries:** Bidders from countries sharing a land border with India must be registered with the Competent Authority, unless exempted under specific government agreements.
