### **2. Bidding Process & Key Requirements**

* **Bidding Platform:** The entire process is conducted online via the Government e-Procurement portal of NIC (GePNIC) at [https://eprocurentpc.nic.in/](https://eprocurentpc.nic.in/).
* **Bidding Method:** **Single Stage – Two Envelope System**.
* **Envelope-I:** Techno-Commercial Bid.
* **Envelope-II:** Price Bid.
* **Mandatory Digital Signature:** A **Class-3 Digital Signature Certificate (DSC)** is mandatory for all bidders to participate and submit bids on the portal.
* **Critical Non-Negotiable Requirements:**
* **Mandatory Site Survey:** Bidders **must** conduct a site survey. An undertaking confirming the site visit, submitted on the bidder’s letterhead, is mandatory. Failure to include this will lead to **outright rejection** of the bid.
* **Bid Security (EMD):** A fixed amount of **₹5,00,000 (Indian Rupees Five Lakh only)** must be submitted. The bid will be rejected as “non-responsive” if this is not included.

### **3. Bidder Eligibility & Participation Rules**

This section contains the most critical restrictions for potential bidders.

* **Strictly Enlisted Bidders Only:** Participation is restricted to **”NVVN eligible enlisted bidders”** only. This is a closed tender for vendors already pre-qualified by NVVN.

### **4. Key Administrative & Commercial Points**

* **Bid Document Availability:** The complete set of bidding documents is available for download *only* on the GePNIC portal. No hard copies will be issued.
* **No Queries Post Deadline:** Bidders must submit all queries before the specified deadline. No queries are entertained after this date. A Pre-Bid Conference is **not applicable** for this tender.
* **Right to Reject:** NVVN reserves the absolute right to reject any or all bids, or cancel/withdraw the IFB without assigning any reason. Bidders will have no claim arising from such an action.
* **Qualifying Requirements:** The document explicitly states “Not Applicable” for Qualifying Requirements (Section 6.0). This reinforces the fact that **only pre-enlisted bidders** are being considered, and they have already met the technical and financial benchmarks during the enlistment process.
