Summary:

### **1.0 INTRODUCTION**

a) **Oil India Limited (OIL)**, a Maharatna Central Public Sector Enterprise, is a leading player in India’s upstream oil and gas sector. In alignment with global sustainability goals and India’s commitment to achieve Net Zero by 2070, OIL has set an ambitious target to achieve Net Zero Scope 1 and 2 emissions by 2040. This reflects OIL’s strategic shift toward sustainable energy practices, including energy efficiency improvements, emission reductions, and significant investments in renewable energy.

b) To advance its green initiatives, OIL has established **OIL Green Energy Ltd. (OGEL)**, a wholly-owned subsidiary focused on renewable energy, green hydrogen, biogas, carbon capture, geothermal energy, and other decarbonization opportunities.

c) OIL/OGEL intends to develop **100 MW and above Solar PV Power Plants** across India, along with 25-year O&M, by participating in competitive tenders issued by central and state agencies.

d) This EOI invites eligible vendors to apply for enlistment as EPC contractors for a period of **two (2) years**.

e) Commercial terms, including liquidated damages, warranties, payment milestones, and performance guarantees, will be detailed in project-specific RfQ/bidding documents.

### **2.0 SCOPE OF WORK**

The selected EPC vendor shall be responsible for:

– Design, engineering, supply, installation, testing, commissioning, and O&M of grid-connected solar PV plants (100 MW AC and above).
– Project types may include:
1. Ground-mounted solar plants
2. Floating / reservoir / canal-top solar plants
3. Solar plants integrated with Battery Energy Storage Systems (BESS)
– Compliance with Indian and international standards, MNRE ALMM requirements for PV modules, and BIS/CEA standards for inverters and electrical equipment.
– Construction of power evacuation systems, including overhead/underground lines, protection switchgear, and metering.
– Site development, foundation work, internal roads, drainage, water treatment, and temporary utilities during construction.
– **25-year comprehensive O&M** post-commissioning.
– Meeting performance guarantees (CUF, availability, degradation) as per project-specific documents.

### **3.0 QUALIFICATION CRITERIA**

#### **A. Technical Criteria:**

1. Must have executed **at least two (2) solar PV grid-connected power plants**, each of **minimum 100 MW capacity**, within the last **5 years**.
2. Must have provided **O&M services for at least one (1) year** for a **minimum 100 MW solar plant** commissioned by the applicant in India within the last **5 years**.

#### **B. Financial Criteria:**

1. Minimum annual turnover of **₹500 Crores** in any of the last **3 financial years** (audited).
2. Positive net worth as of the last audited financial year.
3. Submission of audited balance sheets and profit & loss statements for the preceding **3 years**.

### **4.0 APPLICATION REQUIREMENTS**

Applicants must submit:

– Duly filled Application Form (attached)
– Supporting documents as per Response Sheets 1–4
– Evidence of technical experience (contracts, completion certificates, O&M certificates)
– Audited financial statements
– Company profile, HSE policies, quality assurance documents
– Details of software, project management systems, and working capital arrangements
